Haiti - FLASH : Sunrise Airways has never received a subsidy from the Haitian government
In a memo, private airline Sunrise Airways seeks to set the record straight amid rumors that the company received a "subsidy" from the Haitian government.

The company states : "Sunrise Airways has never received a subsidy from the Haitian government, nor any 'support' to resume domestic flights, contrary to some rumors claiming the contrary. Let me be clear: the state guarantee fund is frozen and cannot be accessed by Sunrise under any circumstances. It exists solely to guarantee compensation for victims in the event of a disaster.

Sunrise Airways does not receive any government aid, has never received any subsidies, and fully assumes the costs of its operations."

Why this guarantee?
1- Optimal safety conditions for flight operations at Toussaint Louverture Airport cannot be guaranteed by public authorities given the current security situation in the airport area and, more broadly, across an increasingly large part of the country.

2 - Insurance companies specializing in aircraft coverage for crews and passengers have drastically reduced the total amount of their financial coverage in proportion to the country risk coefficient and significantly increased their rates given the incidents that have already occurred and the increased risk of incidents.

3 - Sunrise Airways has managed to obtain coverage from its insurance company, at a significantly increased rate, up to US$5 million. As this coverage amount is woefully insufficient to cover the risks associated with traditional commercial flights, given the local and international regulations of the French National Civil Aviation Office (OFNAC) and the International Civil Aviation Organization (ICAO), government involvement was necessary.

What does this $11 million amount represent ?
The sum of $11 million corresponds to the amount of the guarantee blocked by the government in addition to the $5 million guarantee, which is the maximum coverage granted by insurance companies to Sunrise Airways, taking into account country risks. This guarantee is deposited in a third-party account, similar to a letter of credit. This amount is "frozen" and cannot be accessed. It is only released in the event of compensation.

Sunrise Airways has not and will not receive anything from the government to resume domestic flights because this agreement covers exclusively compensation for victims and their beneficiaries, as well as compensation for material damage.

Why are tickets more expensive than before ?
Tickets are more expensive because all operating costs (aircraft rental, crew, maintenance, equipment insurance, fuel, customs clearance of spare parts, relocation to Cap Haitien, hotel expenses, passenger insurance, increased overhead costs related to the closure of the Dominican border, etc.) are much higher today due to the disastrous political, economic, and security situation the country currently finds itself in.

Why does a 30 or 45-minute flight cost more than a longer flight ?
In Haiti, some runways are short and can only accommodate small and light aircraft with short takeoff and landing distances.

This type of aircraft has few seats, so the overall cost of the flight (fuel, pilots, maintenance) is amortized over a small number of seats, making each seat more expensive.

An aircraft consumes more fuel during takeoff and landing than at cruising speed and altitude. Over short distances, the high fuel consumption is spread over a shorter flight time, and the flight time is more expensive.

The cycles (takeoff and landing) are more numerous on this type of route, placing greater demands on the landing gear and turboprop engine reverse gear, resulting in higher maintenance costs at shorter intervals.

Sunrise Airways concludes by pointing out that it operates in one of the most hostile aviation environments in the world:

• Insurance premiums classified as extreme risk;
• Fuel prices among the highest in the Caribbean;
• Lack of basic infrastructure;
• No government support or subsidies;
• Daily financial, logistical, and human risks.
