Haiti - FLASH : The Security Council has voted for the new «Gang Repression Force»

On Tuesday, September 30, 2025, the UN Security Council voted on the resolution 2793 presented by the United States and Panama, which provides for the transformation of the current Mission in Haiti into a "Gang Repression Force" (GRF), under Chapter VII of the United Nations Charter, for an initial period of one year from the date of this vote.

The resolution provides that the GRF, equipped with all appropriate equipment, will be able to count on a maximum strength of 5,550 personnel, including 5,500 police and military personnel and 50 civilians. Within its mandate, it will have the authority to target gangs proactively and independently or, if necessary, in concert and cooperation with the Haitian National Police (PNH) and the Haitian Armed Forces (FAd'H) in targeted, intelligence-led anti-gang operations to restore security in Haiti.

Also created by the resolution, a new United Nations Support Office in Haiti (BANUH) will provide logistical and operational support to the GRF, providing, among other things, equipment, food, fuel, infrastructure, air and maritime resources, and more. This support will be funded by mandatory contributions from UN member States. William O'Neill, the UN independent expert on the situation of human rights in Haiti, considers this logistical dimension to be decisive : so far, the deployed forces "have lacked vehicles adapted to the difficult terrain, spare parts, helicopters, and maritime resources," a shortcoming that has given gangs the opportunity to block roads and isolate the capital. Note that only the salaries of GRF members will be funded by voluntary contributions from countries friendly to Haiti.

Prime Minister Alix Didier Fils-Aimé welcomed the adoption by the United Nations Security Council of the resolution on the transformation of the current Mission in Haiti into a reinforced force to combat armed gangs.

"This decision constitutes a major step forward in the partnership between the Republic of Haiti and the international community and confirms the continued solidarity of our partners with the Haitian people. The Government of Haiti wishes to express its deepest gratitude to :

• The United States, for its unwavering commitment and central role in designing and supporting this crucial national security initiative;

• Panama, for its active support and exemplary cooperation in the transition of the Mission into a reinforced force;

• United Nations Secretary-General António Guterres and the UN Security Council, for their continued support and confidence in the Haitian Government;

• To the Standing Group, including countries such as El Salvador, Guatemala, Panama, Jamaica, and the Bahamas, for their solidarity and constructive contributions;

• To Kenya, for its loyal support and continued commitment to peace efforts in Haiti;

• To the member countries of CARICOM and the OAS, for their continued support and commitment to regional security;

• To the Russian Federation and the People's Republic of China, whose abstentions enabled the adoption of this historic resolution, illustrating the shared responsibility of the international community in the search for lasting solutions.

The GRF "represents a strategic lever for curbing gang violence and protecting the Haitian population. Haiti reiterates its determination to cooperate fully with this international force and all its partners, with absolute respect for its national sovereignty, in order to restore order, security, and confidence in state institutions [...]"

"The message from the UN Security Council is clear : the era of impunity for those who seek to destabilize Haiti is over," declared the U.S. Embassy in Haiti.
