Haiti - Economy : Summary, key points of the 2025-2026 budget 14/10/2025 10:35:09
1. GENERAL INFORMATION : The Council of Ministers adopted the 2025-2026 budget on Thursday, October 9, 2025. It aims to strengthen the strategic priorities identified by the Transitional Government, namely the restoration of public security, the organization of elections, and the macroeconomic stabilization of the country. II. STRATEGIC DIRECTIONS OF THE BUDGET : • The 2025-2026 budget comes at a decisive moment in the political transition. It aims to respond coherently to priority issues related to security, governance, social justice, and economic recovery. It constitutes a strategic lever to consolidate the progress made, restore confidence, and lay the foundations for inclusive and sustainable growth. • Consistent with the strategic priorities defined in the political agreement of April 3rd, 2024, the 2025-2026 budget focuses on: i) The restoration of public and national security, now considered a factor of production; ii) The organization of general elections and the restoration of democratic legitimacy; iii) Economic recovery and targeted regional stimulus; iv) Strengthening the rule of law, justice, and the fight against corruption; v) Food security and improved access to basic social services; vi) Modernization of tax and budget administration; vii) Macroeconomic stabilization and fiscal discipline. • The budget is also based on a territorialized approach to public policies, emphasizing the departmentalization of public spending, monitoring investments by region, and greater transparency in the collection and use of tax and non-tax resources at the local level. III. MACROECONOMIC OUTLOOK AND RISKS: • Based on the macroeconomic framework developed by the technical services of the Ministry of Economy and Finance, the economic projections included in the 2025-2026 draft budget are as follows : i) Real GDP growth rate: +0.3%; ii) End-of-period inflation rate: 23.4%; iii) Expected tax burden: 4.3% (down from 2024-2025); iv) Target for tax recovery from 2026-2027; v) Zero monetary financing; vi) Net issuance of Treasury bills: 29.2 billion Gourdes. IV. MAJOR BUDGET 2025-2026 BUDGET : The 2025-2026 budget will be financed by the efforts of the General Directorate of Taxation and the General Administration of Customs, representing 70.5% of the ways and means, or 243.5 billion gourdes. Grants and loans total 65.9 billion gourdes, representing 19.1% of the total. Adding Treasury bills (29.2 billion gourdes) and Other Domestic Project Financing (6.9 billion) to current revenue, domestic resources contribute 80.9% of the total budget. The weight of current expenditures (213.6 billion gourdes) is 61.8% of the total budget, with a preponderance of personnel expenses (32.4% of the total budget) and goods and services expenses (19.1%). Capital expenditures total 131.9 billion gourdes, representing 38.2% of the budget. They will be financed by domestic resources (46.7%) and by external resources (53.3%). In order to ensure greater efficiency in the allocation of public resources, the 2025-2026 draft budget provides for a targeted concentration of budgetary appropriations on certain items requiring additional funding. These include : • The annualization of appropriations granted to the Ministry of National Education and Vocational Training (MENFP) and the Haitian National Police (PNH) in the first 2024-2025 supplementary budget; • Anticipations related to electricity service contracts for the population; • The renewal of the remaining funds from the Food Shock Window (FSW) Special Fund to strengthen social protection systems; VI. MAIN DIRECTIONS OF THE 2025-2026 BUDGET : VI.1. PUBLIC AND NATIONAL SECURITY : • Rehabilitation of police stations and police stations; • Strengthening the Haitian National Police (PNH) • Strengthening the Haitian Army (FAd'H) • Acquisition of modern equipment adapted to operational realities. VI.2. ORGANIZATION OF ELECTIONS: • Strengthening the operational capacities of the Provisional Electoral Council (CEP); • Complete security of the electoral process; • Guaranteed delivery of voting materials throughout the country; • Training of electoral officials; • Introduction of reliable technologies to improve the transparency of the election. VI.3. ECONOMIC RECOVERY, INFRASTRUCTURE REHABILITATION, AND REGIONAL RECOVERY : • Revival of the export textile and clothing sector; • Reactivation of distribution channels; • Stimulation of local production; • Establishment of the Central Balance Sheet Office to strengthen financial transparency, improve the business climate, and restore the credibility of Haitian companies with economic partners. VI.4. FOOD SECURITY AND ACCESS TO BASIC SOCIAL SERVICES : • Cash transfers and distribution of food aid to the most vulnerable populations, particularly internally displaced persons; • Reopening of closed health centers, strengthening hospitals, deployment of mobile clinics, and vaccination campaigns; • Strengthening of the Minimum Emergency Response Program/Health to partially address the withdrawal of U.S. assistance; • Rehabilitation of schools, distribution of educational materials, and teacher training; • Combating gender-based violence and providing targeted cash transfers.
