On Saturday afternoon, a joint press conference formalized the increase to the maximum alert level. This announcement was made by a panel composed of two representatives of the Presidential Transitional Council, two government ministers, two officials from Haiti's Hydrometeorological Unit (UHM), and the Director General of Civil Protection.

Paul Antoine Bien-Aimé, Minister of the Interior and Communities, stated that the departments of the South and Grand'Anse were on red alert (hurricane watch), while the Southeast, Nippes, West, and Lower Artibonite were on orange alert for heavy rain. At the same time, he confirmed the full activation of the National Emergency Operations Center (COUN).

Of a total of at least 350 shelters opened in the departments of the Grand Sud, some forty have accommodated more than 900 families (3,653 people) in the South, Grande Anse, and Southeast.

Provisional death toll :

The number of families affected by the rainfall and its aftermath has risen to 1,152.

List of flooded communes :

Artibonite :

Gonaïves, Terre Neuve, Grande Saline, and Desdunes

Northwest :

Port-de-Paix, Saint Louis du Nord, and Anse à Foleur

10 houses damaged, 450 houses flooded (provisional death toll).

Flood Recession :

Some rivers have begun to recede: the river at Grande Saline in the Artibonite; the Lociane and Fer à Cheval rivers in the Center; and the Saint-Martin River at Sainte-Suzanne in the Northeast.

Road Access and Infrastructure :

Public Works technicians, accompanied by Haitian National Police officers, intervened to restore traffic on the section of road cut off in Moron (Grand'Anse) by residents of the commune. The road is now once again connecting Les Irois, Anse-d'Hainault, Dame-Marie, Chambellan, and downtown Moron.

In Dame-Marie, in Grande Anse, waves covered the coastal roadway, disrupting vehicle traffic on the Petite-Rivière side.

The road section connecting Lascahobas to the other municipalities of the Haut-Plateau Central, via Petit-Fond, remains impassable due to rain and water accumulation on the roadway.

In the Southeast, the bridge connecting Baie d'Orange to Séguin is damaged, and the Marigot road is currently blocked.

In the Artibonite, a landslide in Terre Neuve is making traffic difficult.

Agriculture, Livestock, and Fishing :

The severe weather caused significant damage to the agricultural sector in Nippes and the South. Several banana plantations were severely damaged in Paillant, Miragoâne, and Petite-Rivière.

Surface Projections :

Hurricane Melissa (now Category 5) exposes the Grand Sud and Ouest departments to high risks of flooding and landslides, particularly threatening precarious housing and isolated communities. Road infrastructure, already vulnerable in low-lying areas and near waterways, could suffer significant damage. In addition, coastal communities are at risk of significant material damage due to hurricane swells and strong winds.

Community Services :

Grand South :

Out of a total of at least 350 shelters opened in the department, approximately 40 have accommodated more than 900 families, a total of 3,653 people.

South-East :

Currently, 17 people are staying in shelters in Macary and Marigot.

South :

Faced with the situation caused by Hurricane Melissa, 14 shelters opened in 8 communes are now welcoming populations exposed and sensitive to the effects of the phenomenon. The day before, 564 families, representing 2,108 people, had moved into 11 shelters.

GrandeAnse:

22 shelters currently accommodate 336 families, or 1,528 people.

Recommendations :

The DGPC and its departmental branches recommend that the bodies and entities of the National Disaster Risk Management System (SNGRD) and their partners:

• Maintain monitoring of the phenomenon and keep the population informed;

• Continue and strengthen awareness-raising activities;

• Complete the preparation of temporary shelters: ensure that all designated buildings are inspected, cleaned, and ready to accommodate evacuated populations;

• Initiate preventive evacuations in isolated communities and the most threatened areas;

• Consider closing schools.
