Haiti - Economy : For the Prime Minister, 2012 will be the year of the reconstruction and economic recovery
The Haitian Prime Minister, Dr. Garry Conille promised last Friday, at a press conference that the year 2012 would be that of reconstruction and economic recovery. However, he conditioned the success of his projects, to the capacity of its government to mobilize the necessary resources and to the capacity of Haitians to work together.

"...I really think that 2012 [...] is a year of great opportunity for the Haitian people. If we stay focused on what we want to achieve, I have no doubt in my mind, that if everybody plays the game together around well-defined goals, we can give extraordinary results this year..."

The Prime Minister, plans to build twenty public buildings starting with the Parliament. The relocation program for people living in the camps should also continue.

"...I will tackle head-on the problem of people living in camps [...] economic recovery, through a series of strategic investments, because we have to create jobs. We expect investments in several areas, including infrastructure [...] If I had to choose three key projects, apart from all other projects on which we will fast forward, it would be : this would be: investments that are used to stimulate the economy, the education and the development of this plan, of this strategy that everyone should own, to enable us to move forward together [...]

In terms of security policy, [...] we have a plan to strengthen the police over the next three years, our goal is to obtain a larger number of police officers graduated per year to arrive at about 2,500 per year and decentralize training in the perspective of departure of the Minustah..."


Earlier last week, the Prime Minister had also announced for 2012 as part of strengthening of the security, the construction of several important buildings such as the Police Academy in the town of Ganthier, the headquarters of the National Police, the General Inspectorate of the National Police, the maritime base of Les Cayes, the rehabilitation of several police station whose immediately those of Croix-des-Bouquets, of Gressier, of Grand-Goâve, of Côtes-de-fer and many others.

Also speaking on the budget, without giving figures, the Prime Minister announced that the 2011-2012 national budget corrected, would focus on outcomes and that it would be aligned on the statement of its general policy.

"...the budget in every way, will be ready before the end of month, there is no doubt about that. We are in a period of arbitration, in fact, we found that each ministry has many needs and their resources are limited, so we have internal strategic discussions. We have the problem of the moment where we are, the problem of the policy statement that I made and the commitments made, to make sure that we have a budget, because Parliament will ask me the accounts and results. This is why, the alignment of the budget on the statement is essential. We also had a problem that took us time, it's the inventory, the current situation, the existing... [...]

I would like to arrive to an investment budget, which is done in another way, which is based on a better return on investment, which requires thinking a little deeper [...] it takes a little longer than expected, as such, I take first, the responsibility to try to get a budget that will give us the maximum of results, but do not worry, by the end of the month [January 2012], you will have the budget..."
