Risk Assessment Report on Money Laundering and Terrorism Financing

After approximately 18 months of work, the Haitian government has taken a significant step toward fulfilling its commitment to the international community regarding the fight against money laundering and terrorist financing.

This week at the Montana Hotel, the Ministry of Economy and Finance (MEF), in conjunction with the Bank of the Republic of Haiti (BRH) and the Ministry of Justice and Public Security (MJSP), presented the findings of the "National Risk Assessment (NRA) Report on Money Laundering and Terrorist Financing". The assessment process was coordinated by the Ministry of Economy and Finance using a participatory approach involving more than 35 multidisciplinary Haitian professionals from both the public and private sectors, with methodological support from the World Bank.

Serge Gabriel Collin, the new Minister of Economy and Finance, stated that this assessment marks a crucial step in strengthening the integrity of the country's financial system.

According to the Minister, the threats identified in the National Risk Assessment (ENR) report, such as organized crime, arms trafficking, kidnapping for ransom, corruption, smuggling, and drug trafficking, exert systemic and sustained pressure on Haitian institutions and constitute a major obstacle to socio-political stability, security, and inclusive and sustainable economic growth in the country.

The Minister explained that implementing the recommendations requires public and private entities to take ownership of them, integrate them into their management practices, and strengthen their internal compliance mechanisms to align their resources, controls, and procedures with the actual risks they face.

Finally, the Minister hopes that various sectors will commit to the fight against money laundering and the financing of terrorism in order to stabilize the country, promote a climate conducive to economic recovery, and accelerate social welfare and protection efforts.
