Haiti - Elections : New political dynamic to include the diaspora in the democratic process

On Monday, March 23, 2026, J.E. Kathia Verdier, Minister for Haitians Living Abroad (MHAVE), in line with Prime Minister Fils Aimé's vision of a renewed, more representative democracy resolutely focused on the inclusion of all the nation's vital forces, particularly those of the Haitian diaspora, led a high-level meeting at the headquarters of the Provisional Electoral Council (CEP). This meeting brought together several key state institutions, including the National Identification Office (ONI).

This initiative reflects a political will to permanently integrate the diaspora into strategic thinking on democratic governance. Through MHAVE, the Government is initiating a structuring process aimed at exploring, guiding, and implementing the modalities of broader participation, while respecting institutional requirements and national realities.

The discussions focused on issues related to the legal framework, organizational requirements, and the essential technical conditions for any evolution of the electoral system. This approach is part of a gradual development process based on consultation, institutional responsibility, and the search for appropriate solutions.

Minister Verdier stated that this dynamic represents a major political milestone in the effort to modernize the State and consolidate democratic legitimacy. She emphasized that it demonstrates a growing recognition of the diaspora's strategic role in defining major national policies, while calling for a methodical, rigorous, and inclusive approach.

Prime Minister Alix Didier Fils-Aimé, through this initiative led by the MHAVE, reiterated his commitment to advancing, with clarity and a sense of public service, the work toward a more open democracy, while ensuring respect for institutional balances and national priorities.
