Training on the «Fundamentals of public procurement» for the benefit of MENFP executives 23/06/2026 10:49:53
Friday June 19, 2026, The National Commission for Public Procurement (CNMP) opened a three-day training session (Friday June 19 and 26 and Friday July 3rd, 2026) on "Fundamentals of public procurement", for the benefit of around twenty technicians from the Ministry of National Education and Vocational Training (MENFP), more specifically the members of the newly created Ministerial Commission for Public Procurement (CMMP). and executives of the Procurement Unit (UPM). In this training we find several sub-themes including : • The legal and regulatory framework for public procurement; • Procedures for awarding, controlling and executing public contracts; • Special regimes applicable to order contracts, customer contracts as well as contracts awarded in a declared emergency situation; • Analysis of practical cases, procedural simulations and application exercises aimed at strengthening the operational capacities of participants. At the opening of this activity, the representative of the CNMP welcomed the decision of the Ministry to establish a public procurement commission. "This is an initiative that is encouraged by the CNMP," declared Commissioner Elgo Eugène, who also expanded on the importance of public procurement as an approach to transparency in the management of public affairs, emphasizing "This is essential to guarantee consistency, traceability and, above all, credibility in our procurement system." The Ministry's Public Procurement Commission, established on June 1, 2026, is composed of: Lutherking Emmanuel MARCADIEU, Jean Astrel MAGLOIRE, Myrlène Jean-Baptiste SÉIDE, Rigaud MATHURIN, and Ardine PLAISIR. According to Woodly Simon, the Chief of Staff of Minister Vijonet Déméro, procurement is an essential lever of public action “At the Ministry, transparent, efficient and procedurally compliant management is essential to guarantee optimal use of resources” He is convinced that strengthening the skills of these executives constitutes a strategic investment to guarantee better planning, more efficient execution of activities and responsible management of public resources. For her part, the main trainer for this session, Marie Aurore Élisabeth Barthélemy Dalencourt, emphasized the roles that public procurement plays in the economic and social development of a country "When they are managed in accordance with the principles of transparency, fairness and efficiency, they contribute to good governance and the improvement of services provided to citizens.
