Haitian leaders anticipate digital upheaval 07/07/2026 09:32:11
In a world where digital transformation is redefining governance models, professional practices, and decision-making processes, supporting the development of today's leaders also means preparing the institutions of tomorrow. It is with this conviction that the United Nations Development Programme (UNDP Haiti) supported the participation of Magistrate Maguy Florestal, a judge at the Court of Cassation of Haiti and Director of the National School of Magistrates (EMA), and Erna Royal, Divisional Commissioner of the Haitian National Police (PNH) and advisor to the Director General, in the first Regional Academy for Women's Leadership in the Digital Age, organized in Panama by UNDP, with the support of the Spanish Agency for International Development Cooperation (AECID). From June 30 to July 2, 2026, this event brought together more than 40 women holding positions of responsibility in the public, political, and social spheres from 24 Latin American and Caribbean countries. They discussed the challenges already shaping public action: digital transformation, artificial intelligence, innovation, governance, and leadership. More than just a training forum, this meeting served as a think tank where participants shared their experiences and built a regional network of women committed to transforming public institutions. The participation of the magistrate and the divisional commissioner resonates particularly strongly in the Haitian context. Both hold positions of responsibility within two institutions essential to strengthening the rule of law and public safety. Supporting them also means strengthening the capacity of the institutions they represent to anticipate changes, integrate new approaches to governance, and respond to constantly evolving citizen expectations. Ms. Florestal collaborates with the UNDP within the framework of the Justice Support and Anti-Impunity Program (PAJLI), funded by Canada. Ms. Royal, for her part, is the PNH focal point with the UNDP, which manages the PNH Support Program.
