Haiti - France : Satisfactory results for the first day of bilateral negotiations

Laurent Lamothe, the Haitian Minister of Foreign Affairs, who is continuing his official visit to France informed that he has obtained satisfactory results in the first bilateral negotiations, Monday, Jan. 23, with the French authorities.

As part of the business diplomacy and of development, the Minister has obtained direct commitments of the French Development Agency (AFD), which proposes to fund projects in Haiti alongside the PROPARCO (Promotion and Participation for Economic Cooperation), while prioritizing action in support to the private sector. Note that the total commitments of AFD, last year reached 6.8 billion euros, of which 5 billion to finance projects in developing countries.

In the presence of representatives from the Haitian business sector, the Haitian Chancellor also met Mr. Rintaro Tamaki, the Deputy Secretary General of the OECD, who announced the decision of its institution, to accompany now the Republic of Haiti in its efforts at the level of international financial institutions to obtain funding for the reconstruction, without excluding non-sovereign loans [that is to say, loans granted to non-state actors].

After a visit to the Louvre where he found the restoration of the famous painting "Le Serment des Ancêtres" (The Oath of the Ancestors) dating from 1823 and rescued from the rubble of the National Palace, the Haitian Chancellor held talks in the evening with Mr. Pierre Lellouche, Secretary of State in the Ministry of Economy, Finance, Industry and Foreign Trade. The Secretary, on specific issues, said he was determined to assist Haiti in its research of funds to restart the productive sectors, by supporting the business diplomacy. Meanwhile, Frédéric Mitterrand, the Minister of Culture,during a meeting with Stéphanie Villedrouin, the Minister of Tourism, has made ​​similar commitments.

The emergencies of Haiti, according to the Haitian delegation, are distributed mainly in the fields of urban and rural development, environment, health, social sector, education, food security and strengthening of the rotection of lives and goods. This explains the diverse choices in favor of loans very "concessional" at attractive rates and without subsidy [without interest], the search for investment funds, of guarantee funds and partnerships.
