Haiti - Reconstruction : New mechanism for institutional strengthening of territorial collectivities 11/05/2012 09:57:29 Mr. Nigel Fisher, Deputy Special Representative of the Secretary General of the United Nations Resident Coordinator and Humanitarian Coordinator in Haiti, noted that the PARLQ in Haiti "[...] is important for several reasons. First, because it recognizes the important role played by the territorial collectivities [...] Then because it equips the Government with the necessary capacities to guide, direct and coordinate the reconstruction of housing and neighborhoods and it strengthens the leadership of the government, municipalities and communities." Component 3 of the Support Programme, aims to provide assistance to the mastery of municipal works, to the municipalities directly and indirectly affected by the earthquake of January 12, 2010, respectively: Port-au-Prince, Carrefour, Petion Ville, Delmas , Cité Soleil, Croix des Bouquets, Tabarre, Jacmel, St. Marc and Miragoâne. This assistance is done by the human resources staffing qualified of municipalities through the establishment of Local Technical Agencies (ATL), real instruments for municipal interventions in development planning, urban planning and project management. Logistical resources are also allocated to each municipality to facilitate the work of ATL. It should be noted that component 3 also constitutes a contribution to the construction of the local civil service in Haiti. Me Thierry Mayard-Paul, the Minister of Interior and Territorial Collectivities recalled that "like municipalities who must assume the project management, actions falling within their powers, the citizens of the neighborhoods themselves must be actors and beneficiaries of state policies and of territorial collectivities, while having a word on the decisions to be taken. That is why, the MICTDN supports the creation of ATL at the commune level and of Community Resource Centers at the neighborhood level, as a new mechanism for institutional strengthening of territorial collectivities, of building community dynamics and of support to the decentralization of the state." UN-HABITAT and the International Organization for Migration (IOM) are mandated to support the implementation of these two structures. These are expected to become, beyond the support program, technical tools depending of territorial collectivities. Mr. Fisher concluded that "Haiti is firmly committed in the decentralization, including by the implementation of tools and mechanisms allowing the strengthening of territorial collectivities and the emergence of participatory local governance" and expressed his appreciation for the commitment and the essential contribution of MICTDN in this area. The official launch was followed by a successful technical session which helped to review the current experiences and perspectives in the field of municipal support, including those of the Community of Municipalities of the Region of Palms (CMRP) and the Administrative Directorate and Technical and Intercommunal des Palmes (DATIP), of the commune of Carrefour in terms of tax mobilization and of Project Support for Governance and Local Investment (AGIL) which intends to replicate the concept of ATL in other provinces.
