The Senate is looking for solutions to break the deadlock that prevents to establish the new Permanent Electoral Council. On this subject, the senators do not seem to lack imagination, even if the proposed idea does not respect the Constitution...

Simon Dieuseul Desras, the President of the Senate explains the situation and a possible way of solution "...on the issue of CEP, some senators say they are not decided to attend the sessions as long as this point [the Permanent Electoral Council] will not be removed from the agenda ! It is an aberration ! It is an aberration, in the sense that for 25 years, we advocate the Permanent Electoral Council, and today, while we reach the moment to do it, it would not be desirable that the Parliament, is the blockage.

At the same time, we recognize that the Constitution amended was promulgated and published too late, what makes that we have 20 senators. With 30, we had quorum problems, then today with 20, the quorum is very fragile see very uncertain...

There is another way that we can explore to find a national consensus, so that we make an Electoral Council that allows to make the senatorial elections. This would be of a Provisional Electoral Council in the spirit of the amendment [?]. The choice would be done the same as in the amendment, but they would have a mandate only for the elections of senators. As soon as the Senate would be complete, it will have 30 senators, we will process, to establish the Permanent Electoral Council.

This solution is only if we fail to find a solution with 20 senators [...] this is a provisional solution that we can do on the basis of a consensus, of discussions between the three Powers, this is a proposal that would support 80% of senators..."
