Haiti - Economy : The «Electronic Registry of Commerce» open to the public
The Ministry of Trade and Industry (MCI) as part of the modernization process of registration of corporations, proceeded Thursday at the Hotel Le Plaza, at the official opening to the general public, of "Electronic Registry of Commerce".

The realization of this register resulting of the subproject of digitization of business registers started in early June 2012, required the development of the specifications of the computer application required followed by the development of this application [software] and the data entry. During 2 months a team of 100 people have registered over 30,000 records [corporations, partnerships, limited partnerships, trade names, trademarks and patents and trade] contained in the physical registers of MCI.

For the moment, limited information on each recorded file are accessible to the general public.

Due to the high volume the data entered and because of the unavailability of some physical registers, for various reasons, the Ministry noted that "The possibility that the database contains errors or omissions can not be ruled out [...] to report an error in a registration ornotify the omission of a recording, user-friendly interfaces of requests for corrections and additions are available, simply go to the site registre.mci.gouv.ht, click on "Rechercher un nom" at the bottom of page and follow the instructions.

"With the commissioning of the Electronic Registry of Commerce, an important step in the modernization process of registration of limited companies was taken [...] The Ministry of Trade and Industry, however, need the support and guidance of all concerned to quickly update the Electronic Registry of Commerce. I urge all owners and all holders of registered names to protect them, by visiting the Electronic Registry of Commerce to verify that the names they hold are present and to report any error or omission to the Legal Affairs Directorate of the Ministry by using the interfaces of requests for corrections and additions [...]" explained Ms. Martine Jean-Claude, Project Manager.

The Ministry of Commerce relies on the involvement of all concerned to make the database completely reliable and comprehensive.

All those who have a company selling a product or offering a service or who have made an invention, whether they are in Haiti or abroad, can now ensure through the internet, that the name they gave to their company, product, service or invention is indeed protected and can not be used by another company, another product, service or another invention.

Electronic registry, also allows all people to check online in a few seconds, the availability of the name chosen before to protect the use of the name by registering it at MCI. Before, it was necessary to go to the Legal Affairs Directorate of MCI to check the different physical registers available. This manual process particularly laborious, could last up to two months. Today, 20 seconds are sufficient to carry out the verification of the availability of a name instead of 2 months !

"We are very proud of the entry into service of Electronic Registry of Commerce, which will significantly reduce the duration of the process of finding a name for a company, a product, a service or an invention. This Electronic Registry is crucial for the modernization of the registration process of companies. I congratulate the members of the implementation team of project of modernization of the registration process of public companies that have made possible this launch as well as local firms Transversal, who developed the computer program, and CompHaiti, who performed the data entry operations of over 30,000 records contained in the physical registers of trade. The project implementation team and these firms have been able to achieve in just three months a monumental task, that international agency planned to perform in 12 months," declared Wilson Laleau, the Minister of Trade and Industry.

Through the realization of the project of modernization of the registration process of corporations, MCI intends to "significantly improve the quality of service that it provides to its clients entrepreneurs and investors in the registration of a limited company, by passing the time associated with the service of 105 days to 10 days through the computerization process while respecting the prescribed of the current legislation." This computerization of this process will lead to a "Single Window Electronic" which will bring together all stakeholders that have to intervene actively in the process of registration of a company: the shareholders, the lawyer, the notary, the National Bank of Credit, the Ministry of Commerce and Industry, the Directorate General of Taxation, the Prime Minister and National Press.

This registry Electronics, is a key step towards the "Single Window Electronic", which will be the first significant step in the administration Martelly-Lamothe towards the modernization of services offered by the Haitian government to its citizens of other countries. This registry should have a positive impact on the business climate in Haiti, and considerably improve the ranking of Haiti in the report "Doing Business" of the "International Finance Corporation" (IFC), concerning the first of the ten areas analyzed in this report, that is to say the field of entrepreneurship.
