Haiti - Economy : The «Single Window Electronic» advance in the right direction 05/10/2012 09:42:22 Chaired by Mr. Wilson Laleau, Minister of Commerce and Industry, the meeting was an opportunity for the team of project implementation to inform the Steering Committee on the progress whose implementation indeed began in July 2012. The Steering Committee is composed of 25 representatives from 17 institutions of the private sector, professional, public and international. This meeting allowed to the Steering Committee, whose each member has for mission to support the implementation team of 6 members, to to note with satisfaction that the project is progressing in the right direction and is in way to achieve the goal to move from 105 to 10 days, the time required for the creation of an anonymous society. The MCI intends to achieve this objective by objective putting at the disposal of this customer, a tool integrated and interactive with all the steps necessary to the legal creation of an anonymous society and allowing to reducing the time and the costs associated and this, within the limits of the current legislation. "A pioneer in the innovative project of e-government services, this team has done a tremendous job taking into account the legal limits and complexities of current procedures. The collaboration and commitment of government entities involved in the process will be necessary for the success of this initiative, which will have to be replicated for all other basic services to enable Haiti to move to the digital era of globalization," commented Ms. Naed Jasmin, Member of the Steering Committee, representing the Investment Facilitation Center (CFI). To achieve the realization of this tool, which will be in fact a "Single Window Electronic" bringing together all actors involved in the process of registration of an anonymous society, of crucial steps have already been taken : the mobilization of financial and human resources; standardization of legal documents; digitization of more than 30.000 records of MCI; complete mapping of process to computerize; preparation of specifications and technical and functional requirements of the software application and online payment system. "The work that has been accomplished in such a short time is the proof of the determination and dynamism of the execution team to land this innovative project which will have a very positive impact on the business climate in Haiti and Haiti's ranking in one of the ten areas studied by the report 'Doing Business'. Collaborators of the Directorate of Legal Affairs of the Ministry, the firms subcontracting, CompHaiti and Transversal and our financial partners, the Interamerican Development Bank and the French Development Agency, have each played a role in the steps taken to date. I have no doubt that this collaboration and partnership will be maintained until the full and satisfactory completion of the project," said Minister Laleau on the sidelines of the meeting. The next steps to cross will be accomplished through the financial support of a unit under the Primature and coordinating the implementation of a project financed by the Interamerican Development Bank (IDB) for the establishment of a platform for e-Governance. Once finalized and online, this "Single Window Electronic" will be the first E-government service of Haiti and will be the first significant step of the Administration Martelly-Lamothe, towards a continuous modernization and improvement of services that the Haitian government provides to its citizens as well as citizens of other countries.
