On the one hand, the deputies wishing to nominate the representatives of legislative power to sit at College Transitional of Permanent Electoral Council (CTCEP), responsible for organizing the next elections, while on the other hand, the Senators would rather that they are the organized groups of civil society that propose of candidates.

Under such conditions, the Senator Steven Benoit, refuses to return to work with his colleagues, within the Commission and urges the Presidents of both Chambers, to demonstrate leadership, to resolve these differences and move forward.

For their part, the organizations of civil society and human rights denounced the inaction of the process. Rosny Desroches, Executive Director of the Civil Society Initiative (ISC) and Anthonal Mortimé, Executive Secretary of the Platform of Haitian Human Rights Organizations (POHDH) make responsible the Executive and President Martelly, of the crisis of Electoral Council.
