Jean Tholbert Alexis, President of the Lower House explained why this law had not been passed by the House "[...] It is a law of 96 items, each item requires 2-3 hours of debate, unfortunately we stopped in Article 4, which is 4 pages. The deputies consider that this is an item that needs to be removed completely, a part of it had already been removed [...] This is too confrontational law [...] I must allow honorable members of Parliament to express their views [...] because it is a law that has so many problems, that the deputues ave a lot of problems [. ..] next Tuesday we will vote again, I would not say under sanctions, I would say that there are threats of sanctions, which have not yet materialized, but it seems that the Government has written to the Financial Action Task Force international Task Force (FATF) to grant an extension until August [unconfirmed information].
