Haiti - FLASH : The Chancellery reframes the ULCC in the case of corruption of diplomats in DR
The public statements of Me Claudy Gassant, Director General of the Unit for the Fight against Corruption (ULCC) of accusation of corruption within the diplomatic staff of the Ministry of Foreign Affairs, stationed in the Dominican Republic, who is also investigating the case of the Consul General of Haiti in Santiago Judith Exavier and the publication of the names of the 7 people concerned caused a strong reaction from the Ministry of Foreign Affairs https://www.haitilibre.com/en/news-29569-haiti-flash-7-employees-of-diplomatic-staff-suspected-of-corruption-in-dr.html

In a note, the Chancellery says it has "found that the Anti-Corruption Unit has launched, with surprising lightness, wanted notices against 7 members of the Diplomatic Mission and a Consular Post of Haiti in the Dominican Republic.

The Chancellery specifies that none of the members named by the ULCC is the subject of criminal proceedings and that as of December 20, the Chancellery had not received any summons concerning the officials implicated claiming "These civil servants still enjoy the full confidence of the Ministry, and therefore of the Government of the Republic."

The Ministry of Foreign Affairs invites the ULCC "[...] not to exceed its powers while calling to its attention the obligation which is made to it to treat its files in all confidentiality according to the provisions of articles 18 and 19 of the decree of the September 8, 2004 creating the ULCC."

In conclusion, the Chancellery says that it is "willing to continue the best collaboration with the ULCC, in strict compliance with the standards and the dignity of all civil servants."

Recall that the relationship between the Chancellery and the ULCC in this case is not very harmonious, Me Claudy Gassant, accusing the latter of obstructing his investigation by refusing to send him certain documents including correspondence and a summons from the Ministry addressed to diplomats suspected of illicit commercial activities... Besides, Gassant in order to clarify this lack of collaboration had invited Chancellor Bocchit Edmond to his offices Friday December 20, who did not appear, citing a scheduling conflict… https://www.haitilibre.com/en/news-29569-haiti-flash-7-employees-of-diplomatic-staff-suspected-of-corruption-in-dr.html

Furthermore, Gassant, claims to have received threats by telephone from Senator Rony Célestin (PHTK, Center) he cited in this corruption case as being the friend of Judith Exavier, who contributed to his appointment as Consul of Haiti in Santiago. Let us also remember that Judith Exavier according to our sources would be part of the circle of relatives of President Moïse.

Far from being intimidated, Gassant promises to carry out the investigation to the end and plans to file a complaint.

For its part, the Chancellery certainly does not want to see a new scandal in Haitian diplomacy erupt after that of the Embassy of Haiti in the Bahamas of corruption, visa trafficking and arranged marriages involving diplomatic staff and employees of the Embassy... https://www.haitilibre.com/en/news-28537-haiti-flash-corruption-at-least-4-haitian-diplomats-sanctioned-in-the-bahamas.html
