Haiti - FLASH : The Government yields to pressure and accepts a police union
The Office of the Secretary of State for Communication informs the population that on Tuesday March 10, 2020, during a special meeting of the Superior Council of the National Police (CSPN) 4 resolutions were taken [under pressure and police violence from the street], granting the police offciers, among other things, the right to syndicate. This decision real flips of the Government, in addition to satisfying the demands of the police officers, makes it possible to respect the prescriptions of the Constitution, in particular :

Article 35.3 which states "Freedom of association is guaranteed. Any worker in the private and public sectors can join the Union of his professional activities for the defense exclusively of his work interests. ";

Article 35.4 which states "The union is essentially apolitical, non-profit and non-denominational. No one can be forced to join."

And Article 35.5 which states "The right to strike is recognized to the extent determined by law"

Resolutions taken during the Superior Council of the Special National Police :

1. A decree will amend article 11 [of the internal regulations of the National Police of Haiti] which prohibited police officers from the right to associate to defend their right

2. The Executive will issue a decree to organize the right of association or union in the public service [note HL: In accordance with article 35.5 of the Constitution the Government can for example prohibit the right to strike as admitted in international instruments ratified by Haiti in view of the imperative nature of their function or limit other aspects]

4. Carry out an audit of the PNH which will be carried out by national and international experts in order to identify the problems and provide the appropriate solutions.

In addition, the CSPN deplores the terrorist actions which attempt to attack the very foundations of our Republic.
