Haiti - Politic : Monitoring of the work of the ICC for the development of a new Constitution
The past week (8 to 11 December 2020), the Independent Advisory Committee (CCI) for the development of the draft of the new Constitution, has increased the number of meetings with many personalities, organizations and associations representing different sectors of civil society and the diaspora of the United States, Canada and France.

Tuesday December 8 :
The CCIdiscussed with the President of the Conference of Rectors and Presidents of Haitian Universities (CORPUHA), Rector of the Autonomous University of Port-au-Prince, President of the Chamber of Commerce and Industry of the Center (CCIC), First Vice-President of the Chamber of Commerce and Industry of Haiti (CCIH), Dr. Jean Robert Charles, Secretary General of the CCIH, Antoinius Cadet, two members of the Chamber of Conciliation and Arbitration of Haiti (CCAH), Me Leres Jean-Baptiste and Monsieur Henriot Termidor. Discussions focused on the 1987 Constitution, in particular articles 133, 134, 136, 137, 155, 156, 159. Which concerns the Executive Power, the Government and the attributions of the Prime Minister.

Wednesday December 9 :
Decentralization was discussed with the National Federation of Haitian Mayors (FENAMH) chaired by the Mayor of Carrefour, Mr. Jude Édouard Pierre. The ICC wishes to stress the importance of this meeting with the main players in the field to better understand the issues and take note of the main aspirations of local authorities. This delegation took the opportunity to also address the issue of the decentralization of the national budget and the need to strengthen the powers and capacities of town halls in terms of security, the provision of goods and local services as well as economic development.

Thursday, December 10 :
Important meeting with magistrates, jurists, politicians and other high level professionals of the Haitian diaspora of the United States, Canada and France. One of the speakers, Claude Alix (United States), highlighted the progress already made with regard to nationality. Since the 2011 amendment, most of the constitutional barriers to diaspora participation in Haiti's political and socio-economic life have been removed. It remains to resolve the problems related to the renunciation of nationality which is currently used in an abusive manner to block the road to Haitians, holding another nationality who wishes to run for an elective position or to access a certain number of positions listed in the Constitution of 1987 For his part, the jurist Renaud Hyppolite (France) insisted on the two interconnected issues of the integration of the diaspora in the affairs of Haiti: the electoral issue and the fiscal issue. This reflection will be taken up in the meeting on December 16, which will focus on the electoral system.

Friday, December 11 :
The working week ended with a meeting around proposals for constitutional reform developed by the Integration of the Diaspora for the emergence of a New Haiti (IDENH)
