Monday at the Hotel El Rancho, in the context of inter-Haitian Dialogue launched on 24 January https://www.haitilibre.com/en/news-10381-haiti-politic-launch-of-inter-haitian-dialogue.html under the mediation of the Episcopal Conference of Haiti (CEH) 48 political parties, representatives of the executive, of the legislature and civil society have finally agreed, after explanations of 3 experts in electoral matters which were present : Pierre Louis Opont, former Director General of the Permanent Electoral Council (CEP), George Mosler, the current Executive Director of the Transitional College of the Permanent Electoral Council (CTCEP) and Philippe Augustin Director of the electoral register, unanimously on the holding a single "global" election in 2014. All agreed that Haiti, in the current economic climate, do not have the resources to support several elections in the same year.

In this pre-agreement, this unique election in 2014, will allow the renewal of two-thirds of the Senate, of the Chamber of Deputies and local authorities. Former Senator Dejean Bélizaire explained that the senators, who obtained the greatest number of votes will be sworn in immediately and others will do the second Monday of January 2015, the same formula applies also to deputies.

According to the Cardinal Chibly Langlois, "we have also agreed to amend the electoral law [...]" noting that it remains an agreement on the body that must carry out the elections. Indeed, this new elections grouped calls into question the current mandate of the Transitional College of the Permanent Electoral Council (CTCEP) set up for the exclusive realization of the renewal of a third of the Senators and local authorities.

If unanimity of one election is no doubt, the Electoral Council radically divided the participants into 3 groups. The first group wants a new CTCEP with new members, and the second group wants a CTCEP modified, with the change of some members and finally the third group argues that the CTCEP should not be revised because this institution is untouchable...

For Senator Steven Benoit which is part of the first group "The CTCEP mandate was to organize only a third of the Senate whose term ended in May 2012 [...] We are going straight to an Electoral Council of opening or consensus."

The only thing certain is that the discussions around the Electoral Council, on the agenda for Tuesday, are likely to be stormy...

The constitutional Amendment will be the next and final topic to be addressed this week after the elections in this inter-Haitian dialogue.
