Haiti - Politic : The dialogue between the Executive and the Senate ends in failure
The dialogue initiated Tuesday between the Executive and the Senate, announced as a significant advance https://www.haitilibre.com/en/news-11296-haiti-politic-cordial-dialogue-between-the-executive-and-the-senators-but-nothing-concrete.html ended Wednesday at the Best Western Hotel by a failure.

Senator Desras, who told reporters that failure, explained that despite the discussions, it was not possible to find a consensus between the parties, which would have put an end to the pre-electoral crisis.

For his part, the President Martely explained that the day before, there were two proposals put on the table by the Senate, one was to change two members in the CEP in order to make it more credible, the other from the Senator Francky Exius (member of G6) proposed to change 3 CEP members and integrate within the institution Léopold Berlanger (representative of the Superior Council of the Judiciary) and Me Néhémy Joseph (Representative of the Senate) who refused to take the oath.

Proposals according to the Head of State, to whom the majority of senators present and members of the Executive were favorable.

However, the 3 senators of the opposition of G6 present Tuesday after having consulted their 3 colleagues absent (Jean-Charles Moïse (North), John Joël Joseph (West) et Wetsner Polycarpe (North)) are returned on Wednesday to their initial position "We hung in Article 289 of the Constitution," said Senator Jean-Baptiste Bien-Aimé. We spoke with the Executive and the Senators (pro-government), but they rejected our proposal...

Before this new volte face, the Head of State affirmed that the Executive had no intention to move in this direction," pointing out that "when you negotiate and you have arrived at a compromise, that makes you lose some of your power; we asked the President to publish names, change the members in his government change one of its members in the CEP. Each time, I respected my word to make everyone comfortable. But now, I do not see what I can still give [...] The President has the responsibility to work with Parliament to move towards elections. But it happens that president can not become a puppet. We will maintain our strong position."

Senator Exius stresses that the G6 does not oppose to the elections but it just wants a credible electoral institution. Faced with this argument many times repeated, the Head of State recalled to these opponents, that only 3 members [out of 9] of the Electoral Council were appointed by the Executive [whose one was changed under the agreement El rancho] and that if Parliament says today that the Council is not credible, it is to them to assume their bad choices launching "Kilè yon moun kredib ? Eske se lè li bon pou ou ? Ki òganisazyon ki kredib jodi a ?"

For the Head of State, elections must be made this year, noting that the agreement El Rancho contains article 12 [which lets you override in case of lock] https://www.haitilibre.com/en/news-10763-haiti-politic-the-core-group-welcomes-the-inter-haitian-agreement.html "If there is no election at the end of this year, there will be chaos in the country [...] we will take all measures to advance, preserve the democratic gains, implement the agreement, which is considered by the world. The President of the Senate signed by mandating Senator Benoit, Vice-President of the National Assembly signed it, civil society, the judiciary, political parties and the President of the Republic signed."

Despite this umpteenth failure, President Martelly said to be always open to dialogue, but no date has been fixed between the parties for a new attempt to dialogue...
