Following the realization of cattle identification operations in the departments of North and North-East, in the Centre, Artibonite and Northwest, the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR) this Monday morning will proceed to Damien, to the launch of cattle identification program and control of slaughter in the West department.

Recall that the Government is currently putting in place an identification system for cattle with earring, identification booklet and vaccination on the entire national territory. The number of the ear as well as the name of the animal earring and his name will be recorded in the book and in a national registry. The Boards of Directors of the Communal Sections (CASECs) will not nbot be able to issue any passes or legalize any sale of beef without the submission by the owner of the animal identification book that shows that the latter is vaccinated according to the standards.

On the slaughter of animals, the Ministry during this year continue the accreditation program for 450 veterinary inspectors who will be responsible in the first instance, to oversee all operations of slaughter of bovine animals.

Under the regulations the Ministry notes that :

• Slaughter of cattle (beef) should only be done in a slaughterhouse or point of slaughter authorized by the mayor of the municipality, together with the departmental representative of the Ministry mandated for such a task. All these slaughterings will be done under the technical supervision of a veterinary inspector accredited by the MARNDR ;

• Anyone wishing to undertake or pursue activities of slaughter of cattle (steers) must be provided with a business license and must register at the town hall of the place of residence and occupation ;

• The home slaughtering of bovine animals (oxen) is prohibited ;

• The slaughter of bovine animals in places of worship or ceremonies will be allowed only if the person in charge of the ceremony is provided with a formal authorization from the mayor of the municipality where the animal will be slaughtered. The mayor also ensure to inform the mandated responsible for MARNDR so that the veterinary inspector can perform the usual formalities regarding health inspection where the animals to be slaughtered.

All these measures will be implemented gradually over the entire national territory. Will be conducted department by department. The date of strict application of these measures in each commune will be announced by the municipal authorities in consultation with the MARNDR and other public authorities.

The Ministry states that these provisions are based on Articles 84, 87,92, 93, 94, 95, 97, 99,101, 104, 241, 242, 249 and 301 of the Rural Code of Haiti voted May 16, 1962, which deal with issues relating to the identification, movement and slaughter of animals on the one hand and veterinary public health on the other.
