Haiti - Elections : Electoral Register OAS-ONI between misinformation and contradictions
The final voters list for the legislative and presidential elections of 28 November will be awarded today, Friday, Oct. 15 at the Provisional Electoral Council (CEP) by the National Office of Identification (ONI), said Ricardo Seitenfus, Ambassador to the Organization of American States (OAS) in Haiti, during a press conference.

The diplomat was pleased with the success of ONI with Haitian citizens "More than 4 million voters are registered in the system", adding that because of the devastating earthquake of January 12nd, 2010 and that many deaths has caused, "the electoral roll has been reduced by 6.1%" during the update period [treatment of the list] that ran from August 1st to September 28th, 2010 (date of closure of register).

How can we trust the words of the diplomat who claimed a few days earlier that "it is quite impossible to clean up the electoral roll before 28 November [...] because very few deaths are reported in Haiti [...] the number of deceased persons whose names still appear on the electoral register is estimated at 6.1% "assuming" that this affects the legitimacy of future elected" and that "no assurance can be given in this direction "but wanted reassurance, he ruled out any possibility of fraud in connection with these competitions, fearing that more low turnout causes "a questioning of the legitimacy of elected".

"More than 137,000 Haitians have applied for their National Identity Card (CIN) during the month of September alone", revealed Ricardo Seitenfus "This is an exponential increase in the card application, is increased from 9.300 in January to 137.000 in September".

Who will believe that figure? While the National Network for the Defence of Human Rights (Réseau National de Défense des Droits Humains RNDDH) and the National Council election observers (Conseil National des Observations Electorales CNO), who have formed a delegation in partnership that is part of the work of supervision and observation of the electoral process, reported in its latest report, "The ONI is not up to the task assigned, namely, providing the national identification card for citizens who file the request" Additionally the report noted that "people have filed applications for several months or several years, are still not satisfied"

One of our reporter in Jacmel was found during a visit to the center of the ONI that "many staff were just sleeping or watching movies on their "DVD player" or "laptop" personal during the day. Some had given their position to a friend to go take care of other activities while promising to their substitute to make a bearing at the time of the payrolls"

Add to these examples, the ONI centers without sufficient staff, the office closed for no reason, others burned or broken into,and despite all that, OAS says us once again that all is well ? OAS and ONI discredit themselves every day, misinformation continues.

Recall that this process of issue of CIN and the "supposed cleansing" of the electoral roll, cost the trifle of 13.9 million dollars to the international community.
