Haiti - Elections : Lack of transparency in the Tabulation Centre
In the pursuit of its observation of the electoral process, the Citizen Observatory for Institutionalizing Democracy (OCID) noted a number of weaknesses or blunders in the tabulation phase of the votes, which help to create a general atmosphere of suspicion and generate legitimate fears that the reality of the ballot boxes or the expression of the popular will be altered, in whole or in part.

Above all, it should be noted that the confidentiality of information handled Tabulation Centre and the lack of transparency in the procedure of the latter have not allowed the OCID to collect as usual, systematic observation data for its observation work. The analyzes made by the Observatory in this phase are therefore based on limited observations that it was possible to its coordinators dispatched to CTV over the past two weeks and several information collected from various sources.

In the same vein, no operating manual oc Centre is available, as in the past, to inform interested parties of the audit procedures used and the main causes of rejection of minutes quarantined, alongside the general principles set out in the Electoral Decree.

Despite the limitations imposed on them, the Coordinators of OCID could collect data, albeit scattered and not exhaustive, but indicative of a lack of rigor in the process. For example, our Observers have observed that some minutes validated at CTV contain certain irregularities in the required number of signatures. And when they asked the Director of CTV on their observations, the latter replied that of minutes with certain shortcomings are not eliminated if they do not contain a very high number of votes cast A disconcerting affirmation.

Furthermore, the OCID wishes to express its dissatisfaction with the commitments made by the electoral institution to keep out the particular cases of fraud orchestrated by political parties representatives. Taking into account that the exception list does not contain the same data as the alphanumeric "émargement" list, OCID still waiting to be clarified on technical guidelines in place to identify and punish such abuses.

With regard to its request for the publication of the names of auditors lawyers who control the minutes, the OCID notes that no action has been taken so far in this direction. Worse, the Observatory is surprised to hear the head of the CTV assert in the press that these lawyers were recruited solely on the basis of their skills and a priori, no checks were made on the possible existence of conflicts of interest between them and the candidates in the last elections. The OCID therefore reiterates its recommendation to empower civilly and criminally these auditors lawyers as well as CTV entry operators.
