Four steps are necessary to make validate the acquired of his professional experience: information and advice, the admissibility, support and certification:

The first step informs the interested party on the procedures for obtaining certification from an expert advisory group, that indicates the steps to take;

The second step is to analyze the file that may be admissible or not, by the structure in charge of VAEP;

The third step is to accompany the person in his pursuit of a diploma or certificate;

The fourth and final step is the culmination of the process, during which the soliciter is granted with a certification related to the field in which it practices.

According Uder Antoine, General Coordinator of the Office of Management and Human Resources (OMRH) 4 major objectives are pursued by the Government through the establishment of VAEP device :

• Provide the public service of a critical mass of qualified civil servants and competent executives that will strengthen the macroeconomic framework capable of attracting investment and channel development ;

• Encourage the training of human resources by offering motivating career prospects and personal development through the establishment of an appropriate institutional and operational framework ;

• Allow public servants to develop new skills, adapt to changing workplaces and to validate their acquired professional experience ;

• Establish a new way to access a certificate or diploma outside the traditional fitness training system with the skills acquired by all categories of professionals in the public sector.

For Nesmy Manigat, the Minister of National Education and Vocational Training, "[...] the country has many people who hold positions in various fields but do not have a certificate or diploma. The establishment of VAEP device, intended to permanently resolve this problem [...]"
