Haiti - FLASH : Official Remobilisation of the Armed Forces of Haiti
On 9 October the Council of Ministers adopted a "decree on the organization and functioning of the Ministry of Defence", which officially remobilized the Armed Forces of Haiti (FAd'H).

Recall that on November 17 at the Swearing and graduation to the body of Military Engineering in Gressier https://www.haitilibre.com/en/news-15811-haiti-army-swearing-and-graduation-of-the-army-corps-of-engineers.html Lener Renauld, the Defense Minister stated "[...] this initiative is part of the prospect of providing the country with a defense force capable of serving and defending population to different types of threats, natural, internal and external," without however explicit mention this decree, which he was necessarily aware...

This Decree which comes a few months after the end of the mandate of President Martelly, was published in Le Moniteur # 205 of October 26, 2015 or the day after the second round of elections, is the realization of a campaign promise of the Head the state, which has worked during his mandate to implement this defense force, allowing the country to ensure the safety of the territory after the departure of Minustah. A publication in all discretion that has not been the subject of any communication to the Nation from the Government...

This Decree in its Article 66 "repeals all laws or provisions of laws, decrees or provisions of decrees, decrees-laws or provisions of decree-laws that are contrary to it and will be executed at the behest of the Minister of Defence."

Attribution of the Ministry of Defence included in this Decree :

  • Ensure the defense of land territory, border, maritime, river and air of the Republic ;
  • Ensuring security and the physical integrity of the territory, population, and contribute to national security in all its dimensions ;
  • Participate in maintenance of peace throughout the territory of the Republic in cases of force majeure ;
  • Participate in the development and coordination of measures to be taken in the event of war, civil unrest or natural disasters ;
  • Ensure the development, modernization and maintenance of military infrastructure ;
  • Provide compliance with laws, policies, alliances, conventions, agreements, treaties and other legal instruments relating to defense ;
  • Ensure control of the manufacture, purchase, sale, distribution, of military weapons, ammunition, equipment and explosives within the national territory in accordance with international and national legislation ;
  • Establish military maps of the Republic ;
  • Develop and supervise the training policy and professional education of members of the defense forces to ensure their versatility and integration ;
  • Participate in the development and implementation of national plans to fight against illegal trafficking of goods, narcotics, arms and people, piracy and terrorism, within the framework of agreements, treaties and conventions relating to transnational organized crime ;
  • Deliver, if necessary, building permits in the vicinity of a structure of a military nature ;
  • Control the acquisition, import, export and use of equipment and military equipment ;
  • Collect and manage all information related to national defense ;
  • Coordinate the participation of defense forces for development tasks ;
  • Managing military decorations ;
  • Participate in the organization and supervision of the activities of compulsory civic service mixed (SCMO) in accordance with the provisions of Article 268 of the Constitution ;
  • Participate in the fight against cybercrime ;
  • Participate in the organization and supervision of military service in accordance with the provisions of Article 268 of the Constitution ;
  • Exercise any others duties arising from its mission in accordance with the Constitution and the law.

Furthermore this Decree provides for the creation of 3 Directorates : Military Engineering, Civil Defense and Special Ops. The Special Operations Directorate will be responsible for "inquire into all cases of aggression or attack from both inside and outside, to analyze them to assess the risks of success and failure, of diplomatic incidents in the event of a preventive or punitive action by special operations forces."

However, the importance of the size of the army remains unknown as well as the financial resources for its operation.
