Haiti - FLASH fuel : A lack of precision in the agreement with serious consequences... 18/05/2017 09:52:08
After the signing of the agreement on the rise in fuel prices at the pump, after a negotiation marathon, the trade unions after analysis rested, consider that the lack of precision in Article 9, allows the Government to make in some cases several increases in a month, which according to them was not the spirit of this agreement.
Article 9 states : "Both parties agree to a gradual adjustment of the prices of gasoline, diesel and kerosene in a way to enable the State to preserve its capacity to import petroleum products and to continue to apply its policy of administering the prices of such products at the pump... Each time an oil tanker arrives, subsequent adjustments of 6 gourdes on the gasoline, 5 gourdes on the diesel and 4 gourdes on the kerosene will be automatically applied up to the real adjustment in order to ensure the strict application of the law of 9 March 1995 on the adjustment of prices at the pump. https://www.haitilibre.com/en/news-20957-haiti-flash-increase-in-fuels-this-is-only-the-beginning.html
While it is true that normally an oil arriving in Haiti, takes place around the 28th of each month, https://www.haitilibre.com/en/news-20957-haiti-flash-increase-in-fuels-this-is-only-the-beginning.html according to the National Association of Distributors and Importers of Petroleum Products, nothing excluded (it has already happened) that there are several arrivals of petroleum products in the same month... and by virtue of this article, as drafted, the Government could apply the increase on each arrival !
Joseph Montès, a member of the National Front of Haitian Trade Unions and the United Front of Carriers and Workers of Haiti, said on a station of the capital that as soon as the lack of precision and its possible consequences have been established, discussions have been immediately started with the signatory ministers in order to ask for the necessary modifications and clarifications to Article 9.
