To 4 months from the end of the National Plan for the Regularization of Foreigners (PNRE), the pressure is enormous on the 250,000 of our compatriots enrolled in this plan, looking for most identity documents required by the Dominican authorities, that some have been waiting for Haiti from several years. It should be remembered that at the end of August 2018, all persons who are not regularized under the PNRE will be expelled from the Dominican territory.

Faced with this issue, the Haitians concerned rushed on the path of false papers with the hope of deceiving the vigilance and the technology of the Dominican authorities.

In its assessment at the beginning of April, the Directorate General of Migration (DGM) indicated the seizure during a migration control operation of more than 6,000 fake documents or documents in possession of Haitians illegally residing on the Dominican territory https://www.icihaiti.com/en/news-24051-icihaiti-rd-seizure-of-nearly-6-000-fake-documents-in-the-hands-of-illegal-migrants.html

In its last assessment in May, the DGM reported having seized 1,762 additional documents during migration control operations carried out in recent weeks in the border provinces of the North Region and Great Santo Domingo.

According to the DGM report, the documents included : 258 illegal Haitian passports, 48 modified Dominican identity cards (cédulas), 284 falsified copies of PNRE documents, 598 true non-resident PNRE cards held by persons other than their real owner and 574 fake PNRE cards.

It should be remembered that any person in an irregular migration situation who has a false PNRE card or identity theft is automatically expelled from Dominican territory.

In the case of identity theft, the rightful owner of the real PNRE card is excluded from the Plan and expelled, unless he can prove that he has filed a complaint of the theft of his card before a judicial authority, before the seizure.
