I ask you to defer the application of this measure and to return to the old procedure of payment by bank transfer. Please make arrangements for this measure to be effective during the payroll of October 2018."

However, this return to the bank transfer is only partial and does not yet concern the Ministry of Public Health or that of the National Education or the National Police of Haiti.

Ronald Décembre emphasizes that to fight against absenteeism, the Ministries can always resort to the need for payment by check for the wages of the concerned employees, checks which will have to be recovered in person by the employee.

It should be noted that at the end of this measure, the Government did not publish a balance sheet concerning the sums recovered on the zombies checks nor on the legal consequences against the persons involved.
