Haiti - Education : Towards the development of the National Policy on Non-Formal Education
Within three months, Haiti should have a policy document on non-formal education (alternative education), the mission is entrusted to an inter-institutional working group of 11 members, who were pfficially installed Thursday, December 6 by Pierre Josué Agénor Cadet, the Minister of National Education.

Composition of the Working Group :
3 representatives of the Ministry of National Education and Vocational Training (MENFP);
1 representative of the National Institute for Vocational Training (INFP);
1 representative of the Office of the Secretary of State for Literacy (SEA);
1 representative of the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR);
1 representative of the Ministry of Social Affairs and Labor (MAST);
1 representative of the United Nations Educational, Scientific and Cultural Organization (UNESCO);
1 representative of the National Office for Partnership in Education (ONAPE);
1 representative of the United Nations Children's Fund (UNICEF);
1 representative of the Youth Development Institute (IDEJEN).

Established by Ministerial Decision of 19 October 2018, this Group is in charge of the elaboration of the Non-Formal Education Policy and the follow-up for its validation, taking into account the documents already available to the Ministry and the recommendations and proposals workshop exchanges at the Decameron last August. The Group is coordinated and supervised by Meniol Jeune, the Director General of the Ministry.

For Minister Cadet, this is a fundamental step in the process initiated for the reform of the education sector. This action is part of the Incheon Declaration, which states the importance of "[...] establishing flexible learning paths, as well as the recognition, validation and accreditation of knowledge, skills and competences acquired within the framework of formal and informal education [...] to ensure that all young people and adults, especially girls and women, reach a relevant and recognized level of mastery functional skills in reading, writing and numeracy, and acquire life-skills, and opportunities for adult education and training."

The Minister, insisting on the challenge of this approach which is to ensure the future of several thousand young people by giving hope to out-of-school young people, the over-aged, to those abandoned and outside the formal education system, invites everyone to engage in this struggle for the renewal of the education sector.
