Osman (former SEALS Navy) and Dustin Daniel Porte as well as 2 foreigners having US permanent residence: Bajagic Danilo (Serb) and Vlade Jankovic (Serb) can not have been the subject of a prisoner transfer procedure, as these 7 men were neither convicted nor incarcerated in Haiti where they were under custody at the time of the FBI's intervention.
