Haiti - Politic : The appointments continue, Latortue describe them as illegal
In the official journal Le Moniteur N°166 dated Tuesday, October 1, 2019 the President of the Republic Jovenel Moïse published 3 new appointment orders :

-The citizen Wolff Dubic is appointed Director General of the General Inspectorate of Finance (IGF);

- The citizen Eslhomme Raymond is appointed Director General of the National Council of Cooperatives (CNC);

- The citizen Rony Charles is appointed Deputy General Manager of the Public Enterprise for the Promotion of Social Housing (EPPLS).

Faced with this rain of nomination during the last two weeks, Senator Youri Latortue, President of the Ethics and Anti-Corruption Commission, sent a letter on Wednesday, October 2nd to Senate President Carl Murat Cantave asking him to intervene with the President of the Superior Court of Accounts and Administrative Disputes (CSC/CA) to ask him not to validate this wave of appointments, which he describes as illegal.

In his letter he explains "[...] the cascade of new appointments such, those of the Board of Directors of the Central Bank, the Chief of the National Police, added to the appointments of Ministers and Directors General, is similar to, the hasty establishment of a partisan control network of the Public Administration; while intervening on behalf of the Interim Administration Moïse-Lapin, which does not have standing to act in this way" underlinin "according to Article 165 of the Constitution which limits to thirty (30) days the duration of the mandate of an interim government, the term of his Government has expired since the end of last April. After this period, the law provides that an interim government has no life. With respect to its appointment on April 9, 2019, it was unsuccessful as constitutional violations blocked the declaration phase of her General Policy [...]

[...] it is essential to ask the CSC/CA not to approve any de-facto contract, lease, agreement and other administrative acts of this Government, otherwise the CSC/CA, responsible for the control of conformity of public spending, engages its own responsibilities, and that of its members. Needless to remind you that the CSC/CA must be the last bastion against the systematic violation of laws, continually orchestrated by President Jovenel Moïse and his entourage [...]"
