Haiti - UN : Start of operations and mandate of UNIHB in the country

Under the UN Special Political Mission to succeed Minujusth whose mandate ended on 15 October 2019 https://www.haitilibre.com/en/news-29017-haiti-un-the-minujusth-is-finished-beginning-of-the-binuh.html the United Nations Integrated Office in Haiti (UNHIB) started its operations on Wednesday under Chapter VI of the UN Charter.

Made up of about 30 high-level experts, UNIHIB will work in an advisory capacity with the Haitian authorities and the UN Country Team to continue the work that has been implemented since 2004 on stability, security and governance, the rule of law and human rights.

The mandate of UNHIB focuses on two main areas :

Advising the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights and by ssisting the Government of Haiti, through an advisory role, with its efforts in the following areas :

Dialogue and reforms :

Promotion of inclusive and comprehensive inter-Haitian dialogue efforts to encourage national consensus on the country’s priorities, as well as the implementation of political, legislative and structural reforms;

Elections :

Advancement of Haiti’s effort to undertake electoral reforms and to hold free, fair and transparent elections;

Police professionalism :

Strengthening of the operational capacities, integrity, and accountability of the Haitian National Police as it maintains public order and protects the population in full respect of human rights obligations and gender equality.

Community Violence Reduction and Gang Violence :

Promotion and support to implementation of a national strategy to reduce gang and community violence, including sexual and gender-based violence;

Justice reform :

Advancement of reforms in the justice sector, in particular to reduce pre-trial detention, ensure accountability for corruption, and combat impunity;

Prison conditions :

Strengthening of penitentiary administration management and oversight capacities to enhance provision of basic services in prisons, in line with human rights standards;

Human Rights protection and accountability :

Support in consolidation of national frameworks and strengthening capacities and independence of the National Human Rights Institution and civil society for the protection and promotion of human rights, with a particular focus on women’s rights and gender equality.

Let's underline that the Mission’s efforts are in support of the Haitian long term development objectives, and are to be integrated with those of the 19 agencies, funds and programmes of the United Nations Country Team, which deliver humanitarian assistance and implement development programmes under the leadership of national authorities, to improve the lives of the Haitian people, in line with national priorities and the Agenda 2030 on Sustainable Development. This approach reflects the mutually supportive relationship between peace, security and sustainable development, and is premised on full ownership and accountability of Haiti’s state institutions.
