Haiti - FLASH : New partial assessment of the post-Laura situation (August 25, 2020)
New partial assessment (Tuesday August 25) of tropical storm Laura which passed over Haiti on Sunday 23 causing loss of life, extensive damage and flooding in 32 communes in 6 departments.

Partial report dated Tuesday 25 August 2020 :

Human losses :
21 people lost their lives in the departments of South-East, West and Sout h: Joshua H. Damage :
The departments of the West, the South and the South-East are the most affected.

So far, at least 600 houses have been declared flooded, damaged or destroyed. This number is expected to increase as the impact assessment was still underway on Tuesday, including an overview of the West and Southeast departments.

Crop damage and livestock losses were also reported in the departments of Sud Est, Sud, Artibonite, Grand'Anse, Nippes, Nord, Ouest and Nord-Ouest.

Situation of road access Tuesday, August 25 :

Northwest :
Port-de-Paix. Road erosion
Chansolme: Runoff on the roads (audouin, bion) and chite of trees blocking the road from Massonière to Pierette
Bombardopolis: Falling trees at the level of the first Platform section
Baie de Henne: erosion of roads by runoff

Grand'Anse / Nippes / South / South-East :
Chardonnière - Port-à-Piment: In the locality of Coma and Labéï landslide along the road. Blocking traffic
Port-Salut and Port-à-Piment: damaged bridges (Riche à Bateau, Chardonnière and Port-à-Piment bridges) making access to coastal areas impassable. Impossible to reach by road Roche à Bateau and Coteau
Les Cayes: partly flooded, notably rue de l'Hôpital, behind Fort, Gabion, Sous roche, Pont Gonbo, Lassinal. K-larco, the Savanne
Vallée - Bainet: The concrete structure erected in Tikita has collapsed and is blocking road traffic
Marigot - Bainet: Landslide at the Baie d´Orange / Morne Lasserre locality, traffic blocked
Léogâne: flood
Jacmel: Blockage at Blaukauss Totan zone (collapse of a wall), Naranquilla Avenue is blocked. The passage of the Cayes-Jacmel bridge is restored but the bridge remains damaged at the level of the abutments (support pillars)
Morne Lacet and Marie Briole: roads blocked
Anse à Pitre: Most of the roads are blocked due to flooding. The Gateway to the border is destroyed

West :
Port-au-Prince: it is not recommended to take the bridge on rue l'Ouverture (Pétion ville). Debris that could block the roads was reported in Canapé Vert, Diegue (Pétion ville), Juvena, Pacot-Turgeau, Pélerin and Tabarre

Hydrometeorological situation:
According to the Hydrometeorological Unit (UHM), the level of soil saturation is 90 to 100% in many parts of the country, which means that additional rains in the coming days could cause further flooding.

Government response:
The Government, with the support of the United Nations and its partners via the Directorate General of Civil Protection (DGPC), continues to assess the impact of the passage of storm Laura.

Representatives of the DGPC, the Ministries of Public Works, agriculture and the United Nations took part in a helicopter assessment overflight on Tuesday (of the West and South-East departments, using the United Nations helicopter (UNHAS operated by WFP)

The flyover will provide information on affected areas to help assess needs, including facilitating a rapid assessment of the storm's impact on crops to anticipate potential food security repercussions. Satellite images will also be used to provide additional information on the impact of the storm.

The DGPC, with the support of the Economic and Social Assistance Fund (FAES), distributes food kits in the departments of the West, Nippes, South East and South. The distribution of materials, including tarpaulins and home damage repair materials, is planned in the South-East and West departments.

The Ministry of Public Works has deployed several teams in the departments of the West and Southeast to assess and repair damaged roads and bridges.

The National Directorate for Drinking Water and Sanitation (DINEPA) has deployed a mobile team to provide support in the field of water and sanitation, in particular to distribute water treatment products to Anse-à-Pitres and Belle-Anse.

Three WHO/PAHO teams have already been deployed in the North and the South with medical kits. Haitian Red Cross volunteers are present in all communes in the country and are equipped with first aid kits. However, access to ambulance transport is extremely limited.

11 schools have been converted into temporary emergency evacuation shelters.
