Haiti - Border : Radio interference, Haiti and the Dominican Republic sign an agreement
Following the important meeting of November 2020 between the National Telecommunications Council (CONATEL) and the Dominican Institute of Telecommunications (INDOTEL), https://www.haitilibre.com/en/news-32225-haiti-technology-conatel-and-indotel-seek-a-solution-to-the-problems-of-interference-at-the-border.html Léon Jean Marie Guillaume Director General of CONATEL signed on Friday April 16, 2021 in the Dominican Republic with his Dominican counterpart Nelson Arroyo Perdomo, President of INDOTEL a Memorandum of Understanding for bilateral cooperation in radio spectrum management.

The two institutions are committed to working together to resolve the radio and telephone interference problems in the border area, a situation that has persisted for years despite several attempts to correct it.

This agreement establishes a mechanism that will allow :

1- To ensure and guarantee that the transmitting stations (broadcasting, telephony) comply with the technical specifications defined in their operating license (annual control), so that their signals do not exceed the coverage zones defined in the regulatory frameworks of the two country, thus avoiding radio interference in the neighboring territory;

2- To prevent the inhabitants of border areas from being subjected to the involuntary reception of signals emitted by the mobile telephone network operators of the other country;

3- To neutralize or help neutralize networks of illegal operators that cause serious damage, both to authorized operators and to the State, to the extent that the applicable territorial law allows it;

4- To promote the dissemination of messages of harmony and fraternity to strengthen the links between the Haitian and Dominican populations;

5- To promote the development of information and communication technologies throughout the island etc...

This memorandum of understanding ultimately provides an administrative framework for the good collaboration initiated some time ago by the two regulatory bodies (CONATEL and INDOTEL), with a view to developing the telecommunications sector for the benefit of the two countries. The two entities have agreed to create a permanent working table to meet common challenges in this area.
