A report from the "Task Force (*)" of the "National Strategy for Disarmament, the Dismantling of Armed Groups and the Reintegration of Disarmed Individuals" (SNDDR) https://www.haitilibre.com/en/news-33434-haiti-politic-the-pm-launches-a-task-force-for-the-reduction-of-insecurity.html submitted this week to Prime Minister Claude Joseph reveals that 162 armed groups have been identified on the entire national territory of which nearly 50% in the metropolitan area. All of these gangs represent, according to the document a potential greater than 3,000 armed men with firearms, excluding the dormant bases, which are not very active but potentially dangerous... According to the report, these groups have various motivations "which explains the conflicts and violence between opposing groups [...]" he affirms that political and electoral issues are among the triggering factors, specifying that "[...] certain political parties establish networks of clients with armed groups to gain access to or maintain power [...]" The SNDDR firstly pleads for an approach based on the disarmament, dismantling and reintegration of armed groups "Which means that the groups or individuals agree, after a process of negotiation and community dialogue, to hand over all the arms and ammunition which they have [...] armed individuals who are subject to legal proceedings will have to answer for their acts and are therefore not considered in the interventions of the CNDDR." The second approach aims to reduce community violence "This new approach seeks and prioritizes community involvement in all actions leading to the creation of a safe and stable climate in a given geographic area, where there is a situation of armed violence linked to the existence of groups.
