Haiti - Insecurity : A national security force and an intelligence agency...

The Senator Youri Latortue explains that the weakness of Haiti is due to the absence of two of the three entities essential to the security in Haiti. A national security force and an Intelligence Agency, regarding the police he refuses to describe it as a professional police for various reasons.

"...Haiti is very weak, and when you are in a transitional government as at present, the country becomes weaker. The security structure is based on three entities that there are not in the country, an intelligence service, a national security force and a professional police force.

Currently we have a police, that I can not qualify as a professional, perhaps that the police officers know how to react at the level of their training, but they have no equipment, not all the equipment they should have, their wages are not decent and the staff is insufficient.

You have the Minustah, which due to a series of rules of engagement, does not help the police as it should. So with a structure as weak, a lack of government leadership, there are people who think they can do what they want. [...]

The solution is a phased withdrawal of the Minustah, the creation of another security force [defense] and a general national system of intelligence in the country. [...] It is necessary that the solution is structural [...] Today we are in a situation where there are no results, because the system which is in place does not allow to have a rapid reaction of the police [...]"
