Haiti - Politic : Next elections, with which CEP ?
Edouard Paultre, head of the Haitian Council of Non State Actors (Conseil Haïtien des Acteurs Non Etatiques CONHANE) is concerned about the next elections, while no presidential decree has been published to date and that the current Provisional Electoral Council (CEP) does not allow the holding of credible elections.

"...we will have to do elections and there is no Electoral Council [credible] which is established. The amendment of the Constitution provides how the Permanent Electoral Council must be done, if we do not make like that, what will happen is that we will destabilize the country.

This will be very difficult to establish once again a Provisional Electoral Council, we arrived at the edge of the case of CEP, we know what happened to the last election, how they set up a CEP to the dimension of the political point of view of President Préval. Today, we can still fall in the same situation and have a CEP which could be formed and would be under the command of Mr. Martelly.

Mr. Preval has corrupted in some way, all the institutions that were designated members of the CEP, so that the elections [...] be made in favor of a political sector in particular.

We do not want to fall again in this case, we need to provide the country with an electoral institution that is consistent with the Constitution, which is able to implement its mandate properly [...]

Second thing, there is the question of the diaspora. The integration of the diaspora in the political dynamics in Haiti is something that is necessary, we can not have done all these efforts [for nothing], having made constitutional amendments and today, certain sectors that swim in troubled waters, do not want to publish these constitutional amendments..."
