Pierre-Louis Opont Director General of Provisional Electoral Council (CEP) ensures that his institution continues the preparations for the upcoming elections.

"...there are two moments in the operation of CEP: when there are elections, the CEP manages and made the electoral operations and when there are no elections, the CEP is preparing for new elections to come.

Today we are in a period of re-appointment of staff. Before Sept. 13, we must renew the majority of temporary staff contracts [...] we are working on the training of staff, especially staff from the departmental electoral office (BED) which are the engine of the CEP in the region.

We just finished with the writing of a manual of application of the electoral law, which gave a lot of problem, it is the CEP which applies it immediately after publication, there are things that have been adjusted [...] currently, we are making the necessary to prepare the electoral perspective: how long it will take, how much it will cost, what are our relationships with our institutional partners and with our suppliers to be ready in case of elections [...]

Generally, it is the executive who calls the people in the polls, from that time, the CEP sets in motion the electoral process. To determine the date where the election will take place, the CEP and the executive must consider the opportunity to choose a particular date in relation to the availability of financing, to the electoral deadline, to the need to replace elected officials. This is not the CEP itself that decides that the election will be made on any particular date. The CEP does not wait [...] it will mobilize as soon as the election date will be retained to renew the mandate of elected [...]

...From the administrative point of view, yes Gaillot Dorsinvil is absent from the CEP and as you know, there is a summons issued by the Government Commissioner, this is the situation.

Today, the adviser Jean Thélève Pierre Toussaint [Vice President of CEP] and the adviser Laurette Croyance, manage the decisions to be taken daily. I have no contact with the President of CEP [...] but the institution continues to operate. We have solved the problem, as provided by the general internal, for there is a substitution of authority between the President of the CEP and the Vice-President in case of impediment, this is the case. Now, it is Mr. Jean Thélève Pierre Toussaint who is holding the Presidency [ai], pending the return of the President...[Gaillot Dorsinvil]"
