Haiti - FLASH : High tension, a group of Haitians confront the Dominican soldiers in Ouanaminthe (Video)
Tuesday, November 7, 2023, the Dominican Government confirmed that a group of Haitians had entered Dominican territory to protest against the motorized patrols carried out by the Dominican Army on both sides of the perimeter fence [the wall] built between the two Nations.

This was reported by Homero Figueroa, Spokesman of the Presidency, through a statement in which he also indicated that the incident occurred due to an "apparent misunderstanding" on the part of the demonstrators Haitians on the border limits which separate the two countries.

Should be noted that many Haitians believe that all the territory on the coast of the wall facing Haiti belongs to Haiti, which is not the case.

Let"s recall that following various other incidents linked to this wall, including the bloody one of March 15, 2019 https://www.haitilibre.com/en/news-27194-haiti-flash-violent-confrontation-at-the-border-between-haitians-and-dominican-soldiers.html the Haitian Government after analysis of geo-localized cartographic surveys and verification of geographic referencing carried out confirmed that these infrastructures were indeed built in Dominican territory https://www.haitilibre.com/en/news-27225-haiti-dr-the-government-confirms-that-the-wall-of-the-dominicans-respects-the-haitian-territory.html

Until now, the Haitian Government has not yet officially reacted to this incident which could have caused a tragedy...

Press release from the Dominican Presidency :

"In my capacity as Spokesperson for the President of the Republic, I wish to inform public opinion about the events that occurred this morning around Pyramid 13, located on the border line which divides the Dominican Republic and the Republic from Haiti. .

A group of Haitian nationals entered Dominican territory to obstruct the automobile patrol carried out by the Army of the Dominican Republic on the road on the west side of the intelligent peripheral fence in this border area. This action appears to be due to an apparent misunderstanding on the part of Haitian citizens regarding the boundaries of the borders that separate the two countries.

To establish the current border between the Dominican Republic and Haiti, 311 serially numbered cement pyramids were placed, beginning in the north, at the mouth of the Dajabón or Massacre River, and ending at the mouth of the Pedernales River, South.

All these pyramids are marked with the number, the country where they are located (RD or RH) and the year 1929.

Pyramid 13 marks the border in this particular area and the territory of the international highway between the perimeter fence and Pyramid 13 belongs to the Dominican Republic.

The Dominican Republic Army has all the powers to carry out patrols in this area.

Fortunately, the incident did not escalate thanks to the professionalism of our soldiers, who acted with caution and in compliance with human rights, international agreements and treaties. However, as a preventive measure and to guarantee the security of the area, the army has decided to increase the number of soldiers and patrol vehicles in the area.

The Dominican Government considers this action as a provocation, with the aim of generating a conflict with unpredictable consequences which will only worsen relations between the two countries We demand that the [Haitian] authorities immediately end to this type of violation.

We warn that our Government will fulfill the constitutional mandate to preserve Dominican territorial sovereignty. »

Following this unfortunate incident which created great tension on the Haitian-Dominican border at Ouanaminthe and the deployment of Dominican soldiers in the neutral zone, some 200 meters from the construction site of the canal irrigation in Haiti with water rise on the Massacre River. Me Maismy-Mary Fleurant, professor specializing in international law at the State University of Haiti (Faculty of Law, Economic Sciences of Cap-Haïtien) and at the Institute of Sciences, Technologies and Advanced Studies of Haiti (ISTEAH) and Luma Démétrius, mayor of Ouanaminthe explain that it was a misunderstanding by a group of Haitians…
