Haiti - FLASH : Resumption of the Conditional Stay Program (official)

On Thursday, August 29, 2024, the Biden Administration officially resumed the issuance of Advance Travel Authorizations (ATAs) for the Humanitarian Parole Program, which had been temporarily suspended since August 2, following an internal report from the Department of Homeland Security (DHS), revealing a significant level of fraud.

In a statement, the United States Citizenship and Immigration Services (USCIS), an agency of the Department of Homeland Security, announced that "[...] the Department of Homeland Security (DHS) has resumed processing of Advance Travel Authorizations (ATAs) in the parole processes for certain nationals of Cuba, Haiti, Nicaragua, and Venezuela (CHNV).

As part of an internal review, DHS has implemented updated safeguards to the CHNV processes, incorporating rigorous enhanced vetting in the supporter application process. [such as further review of sponsors’ financial records and criminal histories].

CHNV beneficiaries should continue to monitor their myUSCIS account for updated information regarding their ATAs. Individuals with a valid, unexpired ATA are permitted to travel."

"DHS is committed to holding accountable those who commit fraud or attempt to exploit others for financial gain. Anyone found to have committed fraud or other abuse will be referred to law enforcement for possible prosecution," a Department spokesperson said.
