Excerpt from Ambassador Gandy Thomas’ speech : "[...] The defense and respect of human rights must be universal and transcend borders. Unfortunately, the forced and mass deportation of our compatriots from the Dominican Republic is a violation of the fundamental principles of human dignity. [...] Allow me to recall that Haiti, despite the repeated crises it faces, remains committed to the principles of democracy and dialogue. Our successive governments have constantly reaffirmed their willingness to engage in dialogue with the Dominican Republic on the many issues that concern us mutually, such as trade, cross-border transport, security and of course migration [...] Haiti is a peaceful country that does not seek to quarrel with any State, much less with the Dominican Republic. This intervention, far from aiming to put the Dominican Republic on the spot, is part of an approach deeply rooted in the democratic values of dialogue and mutual respect between neighboring States… [...] Despite the advances in human rights in our region, we are unfortunately witnessing serious violations of the rights of Haitian citizens in the Dominican Republic, often in search of security or better opportunities. [...] in this month of October 2024, we note with desolation that the fundamental rights of Haitian migrants continue to be violated. Mr. President, what is currently happening in the Dominican Republic is alarming for the entire region. On October 2nd, against all expectations, the Dominican authorities announced a plan for mass expulsions of Haitian migrants [in an irregular migratory situation], with the stated objective of expelling 10,000 people per week https://www.haitilibre.com/en/news-43334-haiti-flash-repatriation-of-10-000-haitians-per-week-the-great-hunt-has-begun-in-the-dominican-rep.html . As the Minister of Foreign Affairs and Haitians Living Abroad, Her Excellency Ms. Dominique Dupuy, has so aptly demonstrated, "Such actions are not only morally reprehensible, but they also violate key principles of international law, including the 1951 Refugee Convention, the International Covenant on Civil and Political Rights, and the American Convention on Human Rights, to which the Dominican Republic is a party "[...] [...] Consequently, Haiti calls on the Inter-American Commission on Human Rights to pay special attention to the situation of Haitian migrants in the Dominican Republic and to issue a communiqué on this urgent issue [...]" HL/ S/ HaitiLibre
