Haiti - Reconstruction : Delivery of keys of project of 400 houses in Zoranje
The President Michel Martelly, has proceeded, this Monday, Feb. 27, at the inauguration of 400 decent houses of 35 m2 of built space, built on 6.9 hectares in Zoranje (Croix-des-Bouquets) as part of the program 400/100 designed to relocate the displaced families of January 12, 2010. The ceremony was attended by municipal authorities, ministers, parliamentarians, the Director of the Fund of Economic and Social Assistance (FAES) and representatives of the Inter American Development Bank (IDB) that finances the construction work up to 30 million U.S. dollars.

This initiative which is the first phase of the Support Programme to the Plan of Intervention in the Housing sector(SPISH) between the Haitian government and the Interamerican Development Bank (IDB), has for main objective to help improve the quality of life for low-income families by providing them housing that meet the basic needs of shelter and safety and also to assist in the establishment of a development framework of planned housing. It is planned a second phase the construction in the town of Fort Liberté (Caracol area, Northeast) and a third in the Southern Department.

Symbolically, 50 keys were given to as many recipients by the Head of State, proud to see these families, refugees for two years in temporary shelters, now be able to be housed in decent conditions and safe. He took the opportunity to express his appreciation to organizations involved in the realization of this program that meets its vision to rebuild the country.



Part of the houses is for state officials, also victims of the earthquake. To this end, the President Martelly asked to the ministerial departments to prepare a list of victims in order to integrate them into the program to the extent possible.

However, these homes will not be provided free of charge, but given in subsidized lease, as decided by the President Martelly who want that the program gets bigger and broaden to other functional built where modern standards of housing are taken into account.

"...these 400 houses that I inaugurate today, meet our vision to establish a State that serves the people" declared the Head of State "I not only feel satisfied but I'm also proud because this project is the first I had started after having assumed my duties as President [...] 400 families who were living in temporary shelters, under any conditions will now be able to live in good conditions.

We will ask them to pay rent that is true, but we will also subsidize them, because we know they do not have the means to pay immediately the full amount they should pay. We will allow them to live in a secure and decent space, with the opportunity tomorrow to own their home.

What is most important in the space that we created, it is not only the houses, there are playground, there are schools in the area and most important are the jobs that we will create in this area. I already talked about this with the IDB representative and we will work to put an industrial park in the zone [...] so that the people can find work. There will also be a health center, pharmacy...

400/100 is a pilot project in the same manner that the project 16/6, they help us to relocate the people living in difficult conditions under tents ince January 12, 2010 [...] reconstruction began, there is currently another 3,000 units like these, which are being built at Morne à Cabrit where as here, there will be also an industrial park. Because every time we provide housing, we also provide schools, labor, markets and health center in the area.

Each of these house is worth about 11.000 dollars, no one makes gift of a house here, the only place where they make gifts of houses is in Venezuela, a country that has oil... We will make an effort to allow people to have a decent home but they will be obliged to pay rent. I proposed that initially, the State put togeteher with the people who will live in these houses, to help them pay the first months. This means that the first 6 months, they will not need to pay 2,500 gourdes per month, they will pay only 1.000 or 1.500 gourdes, and the State will complete the rest for them, to enable them to make their mark...

Currently there are 2 other projects like this that will begin in the North each project is 750 houses and we will also see if we can also put this type of projet in the South.

This project shows a single thing is that the victory is for the people."
