Haiti - Reconstruction : Expropriation, no title, no compensation
Tuesday, as part of the construction of the new administrative city in the heart of the Capital, Jean-Baptiste Clark Neptune, Director General of Taxes (DGI) announced that the compensation process of owners within the perimeter declared of public utility, will begin.

Recall that the construction of the administrative city will cover 20 hectares according to the Decree of 25 May 2012, which repealed the Decree of 2 September 2010, taken by former President René Préval, reducing the initial area, declared of public utility, from 200 to 30 hectares.

Me Neptune has informed that the process of expropriation, particularly concerned the owners with property titles in good standing or otherwise, proof of taxes paid to the DGI. Since the beginning of the process, in October 2012, 513 titles were received.

For owners whose titles have irregularities, funds will be deposited into special bank account until the latter are able to prove the regularity of their title and cash their compensation. But in no case, these irregularities can interfere with the proper performance of the work.

Michel Présumé, Responsible for the Public Buildings Division, of the Unit of Housing Construction and Public Buildings (UCLBP) indicated that an amount between 20 and 30 million U.S. dollars was available to compensate the owners duly equipped with their title and make the process of expropriation.

The Standing Committee of acquisition amicably (formed by the Ministries of Finance and Public Works) will be on the ground to assess, measure, photograph and prepare a case for estimating the market value of the property, whether it is a land, a home or both, the compensation will take into account these parameters.

Despite the start of construction of the Ministries of the Interior, Trade and Foreign Affairs, the construction of the administrative city will include in addition: the Ministry of Economy and Finance, Planning, Agriculture, Environment, Public Works, Tourism, Justice, Defence, Haitians living abroad, Health, Education, Culture, Youth and social Affairs, the DGI, the Directorate General of Customs, the Post Office, the Police General Directorate, the Public Prosecutor of Port-au-Prince and the Court of Cassation, slow to take off.

Michel Présumé, stated that "the State has a budget of about 150 million U.S. dollars [for the construction of the administrative city] from several sources: Petrocaribe, treasury and fund of the cancellation of Haiti's debt," ensuring that the amount was available and that it only remains now the compensation process, before the start of major works.
