For Me Néhémy Joseph "It is premature and demagogic to specify the election date when the legislation prepared by the CTCEP has not yet been published." For his part, Léopold Berlanger think it is very important for political parties and candidates to have a clear idea of the electoral law under which they will participate in the elections. They both justify their opposition vote, by the absence of an new electoral law... The opposition does not lack words to describe this Pre-calendar : "International Conspiracy aimed at make fraudulent elections", "Cat pee", "A provocation" (Senator Desras, President of the Senate), "That pre-electoral calendar is a farce" (Paul Denis - INITE), "the country is threatened by a political tsunami" (Sauveur Pierre Etienne OPL), "It's a disturbance of public order" (François Anick), "A farce" (Andris Riché)... Simon Dieuseul Desras, President of the Senate, accuses the President of CTCEP of wanting return to the dark years of the military dictatorship in doing so and was surprised by the publication of this Pre-calendar without an electoral law affirming "The Electoral Act 2008 is outdated and does not meet the prescribed of the amended constitution" does not fear contradictions affirming the invalidity of the law of 2008, while he reviously declared "We must at all costs vote the draft electoral law according to the urgency inorder to to repeal the Electoral Act 2008" a reconnaissance that could not be more clear that this is still the law of 2008 that is in force. It is necessary to remember that it is primarily the term of Senators, limited to 5 years in the law, which disturbs the Senator foremost. For his part, Senator Anick François Joseph (Artibonite) recalls that the President of CTECP has only for mission o organize the elections at the end of 2013 and not 2014. It also asserts that the CTCEP must find a compromise with the political parties and organizations, to set the election date, n case the constitutional deadline [last Sunday of October] would be exceeded, totally forgetting the independence of CTCEP... In contrast to these standpoints, the grouping of pro-government political parties have welcomed the initiative, which, according to them opens the way for elections.
