Haiti - Elections : The electoral law finally transmitted to Executive
Jean-Alexis Tholbert, the President of the Chamber of Deputies announced that the office of the National Assembly had formally transmitted Wednesday, December 4, 2013, to the Executive, he text of the electoral law passed in second reading in the Lower House on November 27 within the framework of a extraordinary session convened by the President Martelly November 22, 2013.

Information also confirmed by Senator Steven Benoit, first Secretary of the Senate Bureau "I am able to say that the legal text was sent to the Executive [...] The signature of all members of the two offices namely the four secretaries and two presidents, is affixed to the bottom of the text."

In this new law that should regulate the upcoming elections that aim the renewal of one third of the Senate [10 senators], 140 Boards of Directors of the Communal Sections (ASEC) and 570 Boards of Directors of the Communal Sections (CASEC), the senators will remain in office until 2015 and not until January 2014 as mentioned in the Act of 2008 [still in effect until the enactment of the new law].

The Senator Steven Benoit, appealed the Head of State to make no objection to this legislation and quickly publish it in the official newspaper "Le Moniteur". Note that the President of the Republic, has a statutory period of 8 days to possibly make objection on this electoral law.

Jean-Alexis Tholbert explained the delay of 7 days from the vote on 27 November, by the need of the secretariats of both Houses to ensure that this legislation does not contain error and also by the absence of first Secretary of the Lower House, Gluck Théophile, who was traveling in the United States...

On his side, Simon Dieuseul Desras, President of the Senate objected to a single election in October 2014, a hypothesis raised by the Executive to renew 20 senators, believing that the best solution is to hold elections in the first quarter of the year 2014.
