After heated debates, the political parties participants in the inter-Haitian dialogue mediated by the Episcopal Conference of Haiti (CEH), chaired by Cardinal Chibly Langlois, have finally "agreed" on the creation of a Commission composed of 23 representatives from 48 political parties that participated in dialogue. This Commission will be mandated to discuss [negotiate...] with the Executive of various compromises reached between the parties, in Phase I of this dialogue...

The working sessions called Phase II of the Inter-Haitian dialogue will take place with the Executive on Tuesday 11 and Wednesday, February 12, meeting at which the President Martelly, whose return from his official visit to Washington, is scheduled this Sunday, could participate [not confirmed]

Formalize these compromises with the Executive will probably not as "simple" as Mgr Chibly think, even with the faith and goodwill.

Thus, the compromise reached around a consolidated election for the renewal of two thirds of the Senate, the Chamber of Deputies and local authorities https://www.haitilibre.com/en/news-10453-haiti-politic-a-compromise-for-the-elections-found-at-the-inter-haitian-dialogue.html achieved by a new Provisional Electoral Council with some changes on the current representatives would require amendment of the electoral law and a new selection process, two very sensitive issues, resulting from long months of crisis.

The theme of good governance has greatly divided parties. The opposition advocating a transitional government, formula inapplicable with a democratically elected government in function, others more moderate wanted a government of consensus, what would implying a change of Prime Minister, unacceptable for the Presidential Majority... Finally "a consensus" seems to have emerged around a formula of Government of Opening, supported by parties close to the Government.

However, one can easily imagine that if this formula is accepted by the Executive, the choice of ministerial portfolios that can satisfy the desires of the opposition is far from being resolved...

Apart from the "compromise" found on elections and good governance, the various parties have also agreed on the need to amend the Constitution, even if on this point the modality for implementation diverge...
