Haiti - Diplomacy : The omnipresent International Community, satisfied with the political progress...
Sandra Honoré, the Special Representative of the Secretary-General of the United Nations in Haiti and other members of the international community in Haiti represented by the Core Group (the ambassadors of Brazil, Canada, France, Spain, the United States of America, the European Union, and the Special Representative of the Organization of American States) "welcomes the progress made thus far in implementing the recommendations of the Presidential Advisory Commission (CCP) and urges all Haitian political actors to continue to work in a concerted manner towards the implementation of all required measures in line with the agreed upon timetable. 
 
Members of the Core Group salute the efforts and sacrifices made by political actors in general and in particular by President Martelly, in order to strengthen social cohesion, promote inter-Haitian dialogue and resolve the political crisis.

In this context, the Core Group welcomes the signature on 29 December of the Tripartite Agreement among the Representatives of the three Powers on the pre-electoral crisis. This Agreement reflects the goodwill of the main Haitian Institutions to find a compromise to preserve an institutional balance in keeping with the Constitution. The Core Group encourages Haitian leaders to swiftly implement the Accord, especially provisions related to the adoption of the electoral law.

Furthermore, the Core Group notes with satisfaction the nomination of Prime Minister Evans Paul on 25 December and encourages him to forge the necessary consensus in order to form, as soon as possible, a government capable of creating a favourable environment for the organisation, in 2015 of free, fair, inclusive and transparent elections.

Acknowledging the right of Haitians to peacefully assemble and freely express their views, the Core Group underlines the pivotal role of elections as a democratic mechanism for the selection of leaders and national priorities for the reconstruction of Haiti. Therefore, the Core Group very firmly discourages all kinds of violence and urges all Haitian leaders to advance the recommendations of the Presidential Advisory Commission and the provisions of the Tripartite Agreement in order to preserve Haiti’s progress and stability."
