Haiti - Education : Ambitious objectives for 2030 31/05/2015 10:49:14 Containing 20 key points, the Declaration is a "historic commitment [...] to transform lives through a new vision of education and of bold and innovative actions to achieve the ambitious objective of 2030", according to the statements of signatories. This Declaration which is part of the dynamics of those of Jomtien in 1990 and Dakar in 2000, encourages States to ensure equitable education, inclusive and of quality but above all an apprenticeship throughout life for all. Taking into account the unfinished agenda of Education for All and Millennium Development Goals relating to education, it strives to meet the challenges of education at global and national levels by reaffirming the importance of education as a public good, a basic human right and a basis for ensuring the realization of other rights. The Declaration of Incheon advocates inter alia "12 years of primary and secondary education of quality and equitable, publicly funded, at least 9 years free and compulsory, leading to relevant learning outcomes [...] and the establishment of at least one pre-primary year of teaching of quality, free and compulsory." Promoting inclusion and equity in and through education, participants whose Haiti, pledged to address all forms of exclusion and marginalization, disparities and inequalities in access, participation and the learning outcomes. Recognizing the importance of gender equality and the need to improve learning outcomes, country delegates to this third summit want to strengthen the inputs, processes and the evaluation of results, and mechanisms to measure progress. They want to ensure that teachers and educators are recruited properly, have more autonomy, benefit from resources and have necessary training and sufficient qualifications while being motivated and supported within the systems managed effectively and efficient. In this perspective, the signatories of the Incheon Declaration support any move to increase funding for education. To this end, they request the adoption of international references that spend at least 4-6% of GDP and/or at least 15 to 20% of total public expenditure to education. The Minister Nesmy Manigat, who chaired the Haitian delegation in Korea expressed satisfaction of the progress made in Incheon that have "a revolutionary impact".
