Haiti - Dominican Republic : Monitoring of the Government on the repatriation of Haitians
Tuesday Renaud Lener the Foreign Minister provided explanations particularly on the MoU project on the repatriation mechanism of Haitian compatriots living illegally in the Dominican Republic.

"[...] On the instruction of President of the Republic and the Prime Minister, the Haitian Chancellery went to Santo Domingo meet the Dominican Chancellor Andrés Navarro [...] we told him that the problem was not deportation, since it is a right that the Dominican Republic has,
that all countries have, to control their country's migration.

[...] to this right that the Dominican Republic has, and the duty that we have to welcome our compatriots in difficulty, we said that this be part of a repatriation protocol. We have a protocol on repatriation, which regulates that with the Dominican Republic, which is the 1999 Protocol, we denounce it. Repatriations have never been done in normal situations [...] they sent us the amount of Haitians that they wanted, anywhere and anytime.

In this new protocol, we took into account a series of parameters that are very important in terms of agreements, provisions and resolutions that have been taken, such as children's rights, laws against discrimination etc...

This week and until 6 June, Chancellor Navarro will be in Port-au-Prince, to discuss and decide the terms of this protocol, to be signed between the two countries [...]

The Dominican Republic has formally promised that this notion of mass deportation did not exist [note HL --- that's what the Dominican authorities say for over two months almost everyday...] At June 17 (end of registration at 4:00 pm) we will have 45 days to continue to identify undocumented Haitians through the Program of Identification and Documentation of Haitian Immigrants (PIDIH) when we will have finished to identify them we will hand them over to Dominican authorities in the framework of the National Plan of regularization of foreigners (PNRE). [note HL - the first step of PNRE is the inscription with an identity document, and registrations to date ending June 17 at 4:00 pm, according to the Dominican authorities there 45 days after June 17 to complete the file with the various documents to provide].
